Libya is in the process of diversification of its economy after the prolonged period of instability. As part of the UNDP implementation of Local Peacebuilding and Resilience strategy, and its active projects of SLCRR Top-up and Baladiyati 2, UNDP’s main objectives are to build a socio-economic structure that is resilient to shocks; reintegrating Libya into the global economy; and create safe, productive, and fair employment opportunities for vulnerable groups in society.
The Libyan education system is not fully responding to emerging trends for employable skills when it comes to employability skills and soft skills. Strategic interventions in advancing job seekers’ soft skills, career counselling at the local level, investing in supporting the registry of job seekers and employers are required for long-anticipated labour market transition. There is a risk of certain populations, particularly women, youth, IDPs, returnees, refugees and migrants and other vulnerable groups, being left behind if they cannot adequately adapt and develop the soft skills to acquire new jobs from increasing private sector opportunities.
The overall objective of the assignment is to lead the creation of the framework for Municipal Competency Centres, based on specific to Libya labour market challenges. This is to be followed by launching the pilot centres together with the Ministry of Local Government (MoLG), delivering Training of Trainers (ToTs). Further, it follows with creating practices and tools, such as Job Bank, to assist in the delivery of career services at the local level.
