Introduction :

Dear Candidate,

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (ICPEs) to capture and demonstrate evaluative evidence of UNDP's contributions to development results at the country level, as well as the effectiveness of UNDP's strategy in facilitating and leveraging national efforts for achieving development results. The purpose of an ICPE is to: a) Support the development of the next UNDP Country Programme Document; b) Strengthen accountability of UNDP to national stakeholders, and c) Strengthen accountability of UNDP to the Executive Board.

This is the third UNDP country-level evaluation conducted by IEO in Yemen. The ICPE will focus on UNDP’s work since 2019, including the current country programme period 2023 - 2024, with a view to contributing to UNDP’s preparation of the next country programme starting from 2025. The IEO will conduct the evaluation in close collaboration with the UNDP Country Office in Yemen, and the UNDP Regional Bureau for Arab States. 

The IEO is seeking a Senior consultant to conduct a forward-looking study of UNDP Yemen’s potential areas of work under different political scenarios, including possible strategic options in support of the UN Sustainable Development Cooperation Framework and the humanitarian-development-peace nexus. Along with the assessment of the current economic and political situation and future prospects in Yemen, the senior consultant will: 1) assess UNDP’s current strategic positioning; 2) review how other development actors (about 3) have strategized, programmed and operationalized in the country since 2015; 2) review good practices/lessons of programming and operations from UNDP and/or other development actors in different stages of crisis (i.e., conflict, early recovery, post-conflict) in other countries (about 2-3 highly relevant cases). The study will serve as an input to the evaluation team’s ongoing analysis, particularly on ways forward for UNDP Yemen.
