Description of the Assignment:
The United Nations Office on Drugs and Crime (UNODC), as guardian of the United Nations Convention against Corruption (UNCAC), has the mandate to provide support and technical assistance to States parties to effectively implement the Convention. UNODC has established a leading global position in delivering support to countries to prevent and combat corruption. Important elements of this support are
the design and implementation of corruption risk mitigation strategies for public sector organizations. Nigeria is reported to be a source of illicit wildlife and forestry products and a geographic consolidator of trafficking routes across several markets. According to the World Wildlife Crime Report 2020, Nigeria has become dominant collection and transit point for ivory, rosewood and pangolin scales shipments over
the last four years. Corruption strikes at the core of the fight against wildlife and forestry crime (WLFC) as it undercuts efforts of law enforcement to investigate and prosecute wildlife and forestry crime and threatens effective regulation and crime prevention, enabling criminals to commit, conceal and avoid conviction of their crimes.
In October 2019, the Ministry of Environment of Nigeria requested the support of UNODC to undertake a corruption risk mitigation process within wildlife and forestry sector in the country. As such, since 2021 UNODC has assisted the Nigeria Park Service (NPS), the Federal Department of Forestry of the Federal Ministry of Environment of Nigeria (FDF-FMENV), the Nigeria Customs Service (NCS), and the
National Environmental Standards and Regulations Enforcement Agency (NESREA) in strengthening their capacities to mitigate against the risk of corruption by undergoing a corruption risk mitigation process.
The main objective of the assignment for the Consultant is to coordinate the above-mentioned corruption risk management work and liaising with the local partners in developing relevant interventions and support the implementation of the corruption risk mitigation strategies.
Period of assignment/services : July to December 2023 (120 Working days)
