SECTION 1: LETTER OF INVITATION
United Nations Development Programme, hereinafter referred to as UNDP hereby invites prospective bidders to submit a bid in accordance with the General Conditions of Contract and the Schedule of Requirements as set out in this Invitation to Bid (ITB).

Site visit is not mandatory, however the bidder or (his/her) authorized representative is highly encouraged to visit and investigate the site, to obtain all information that may be necessary for the preparation of the offer. The cost of visiting the site shall be at the bidder’s own expense. Failure to investigate the site shall not relieve the bidder from responsibility for his/her estimation of the offer price.

Scope of Work
Lot 1 Construction Civil Works of Changane (Macomia) Water System
A.1 Introduction
Macomia town, located in the Central part of Cabo Delgado Province, about 210km to the city of Pemba, the provincial capital, is one of the major towns ravaged by terrorists in the recent pasts which has destroyed many of the Public and private infrastructures including water and sanitation facilities and has deeply impoverished the life of the people in the community.
Inadequate access to safe water supply and sanitation facilities is a presently a major and key factor contributing to the poor quality of life of the people in this area. Improved access to good quality and quantity water in the areas will be a major determinant of their basic development and well-being.
The UNDP Mozambique has taken it upon themselves the responsibility of supporting the people of Macomia town by implementing the water supply initiatives directly from the planning stage to the construction level and handing over safe portable water to the population.
Macomia inhabitants are currently abstracting their water supply from the existing water springs and manual boreholes donated by various non-governmental organization in the past. Nevertheless, these supplies are far too low to meet the demand of the people.
For execution purposes, the water supply project will be divided into 2 Lots as follows:
1. Construction Civil Works of Changane (Macomia) Water System – Lot I
2. Construction of Changane Water Supply and Reticulation Network – Lot II
This specific assignment will involve activities in Lot I above.
A.2 Project Objectives
The main objective of this project is to improve the water supply to the community by constructing water supply systems that are resilient, durable and will be able to meet the demand of the people for a very long period at a minimum of 20 years horizon.

Expected construction works elapsed time: Maximum 5 months, starting from the date on which the Contractor is given Access to the Site and receives a notice from the UNDP Engineer to commence the Works and ending on the date of substantial completion of Works stated in the Certificate of Substantial Completion.
