Introduction

Country: Bosnia and Herzegovina

 

Description of the Assignment:  

In Bosnia and Herzegovina, a country with a complex constitutional makeup composed of two entities (Federation of Bosnia and Herzegovina (FBiH) and Republika Srpska (RS) and the autonomous Brčko District, there are 15 law enforcement agencies at national, entity and local government levels. Primary legal responsibility and competences for tackling digital sex crimes rest with the two entity law enforcement agencies – the Police Directorate of the Federation of Bosnia and Herzegovina (PDFBiH) and the Ministry of Interior of Republika Srpska (RS Police).   

The initiative will conduct a rapid scanning of the main capacity gaps in the two law enforcement agencies – specifically in relation to prevention and countering digital sex crime – which will serve as the foundation to develop a set of capacity development actions. The initiative will also pilot awareness raising actions in the public, which contribute to better public awareness and understanding of the risks of digital sex crime.  

In line with the above, the purpose of this consultancy is to develop and deliver appropriate 5-days specialized training program to increase the capacities of relevant law enforcement agency on the of subject of cybercrime. Additionally, the incumbent shall develop training manual which can be used for further capacity building by the relevant law enforcement agency.

The incumbent will therefore be responsible to: 

1. Design and develop training manual to support the specialized training program for relevant law enforcement agency on the following topics: basics of networks (networking, switches, routers, Internet, ISP, server IP address, Cloud platforms and portable storage); free accounts, e-mail, header, social Media (SoMe); open source, online investigations using Windows OS; open source, online investigations using Kali Linux OS; DDoS attacks - log analysis; spear phishing; website defense; dark and deep web, use of the Tor network and other; develop training manual and pertinent presentations.

2. Deliver the 5-days specialized training program for at least 20 representatives of the relevant law enforcement agency. The program should consist of theoretical and practical exercise sessions.

Period of assignment/services: 17 working days (from August 2023 to December 2023)
