Description of the Assignment: The successful applicant will be expected to be responsible for the following tasks:

Task 1: Train NRA QM staff to be able to undertake quality assurance and quality control for humanitarian operator landmine clearance.

  • Assess the current capacities of the NRA QM teams
  • Undertake training for NRA QM staff to be able to undertake necessary QA/QC activities
  • Undertake field supervision of QA/QC activities
  • Design, cost and implement continual refresher training schedules for landmine clearance QA/QC.   

Task 2: Undertake assessment of NRA QM unit compliance for Battle Area Clearance (BAC) QA/QC activities in relation to National Standards (NS) and International Mine Action Standards (IMAS)

  • Assess compliance with current QM unit practice with NS and IMAS with a particular focus on:

o    Sampling methodology

o    Safety

o    Operator reporting

o    Management reporting

o    Unit management and planning

o    Digitization of records and integration with IMSMA

 

  • Identify priorities, design training and supervision schedule to achieve compliance. 

 Task 3: Implement training and supervision of schedule, above. 

  • Train the QM team and adjust methodology to ensure compliance
  • Make recommendations for NS revisions to reflect current (IMAS) best practices.
  • Supervise the implementation of changes at field level

Task 4: Work to strengthen the technical sustainability of the QM unit

  • Conceptualize, design and cost schedule to ensure the maintenance of good practice of QM at NRA beyond the life of the consultancy
  • Support the revision of the NRA Standard Operating Procedure (SOP) for NS revisions
  • Support the revision of the NRA SOP for Accident Investigation.

Proposed methodology

Under the supervision of the UNDP CTA, the consultant will be expected to work embedded in the NRA QM department working closely with NRA QM staff. The consultant will need to manage two competing priorities, notably the training for landmine clearance as well as the assessment and subsequent training of the QM unit in weak areas of the NRA QM team. 


Please note: The NRA QM team only have a little amount of English and as such an interpreter will be needed to facilitate work.  UNDP will facilitate with the hiring of an interpreter.

 

Period of assignment/services: 220 days over 12 months (with possibility of extension).
