Period of Assignment/Services: 13 March 2017 – 29 December 2017

1.Background

UNDP Turkey and General Directorate of Forestry (GDF) work in close collaboration to enhance Turkey’s efforts for Sustainable Forest Management (SFM). The existing collaboration on sustainable forest management between the GDF and UNDP advances the synergy between forest and sustainable development with special emphasis on climate change mitigation and biodiversity. Climate change mitigation related actions are compiled under several forestry activities, including integrated fire management. Integrated fire management activities will be strengthened with forest fire prevention trainings.

2.Scope of work, responsibilities and description of the proposed analytical work

The objective of this assignment is to receive high quality consultancy services on preparation and implementation of multiple fire prevention trainings in Pos Forest Enterprise Directorate (FED) of Adana Forest Regional Directorate, (FRD), Gulnar FED of Mersin FRD and Andirin FED of Kahramanmaras FRD to various target groups.

The IC will work on a framework contract basis. Specific expectations from the IC will be articulated in the service requests to be made by UNDP during the course of the contract.

3.Requirements for Experience and Qualifications

The required qualifications and/or experience are presented below:

General Qualifications

  • University degree in Forest Engineering is required.
  • Full computer literacy is required.
  • Fluency in Turkish language is required.

Professional Experience

  • A minimum of 10 years of professional experience is required.
  • Professional experience of more than 12 years is an asset.

Specific Experience

  • At least 8 years of hands-on experience on forest fire management is required.
  • At least 5 years of professional experience working with relevant NGO’s, government, international organizations, private sector, academia is required.
  • Experience on preparation and implementation of trainings on forest fire prevention is required.
  • Experience in projects on forestry and forestry related subjects is an asset.
  • More than 10 years of hands-on experience on forest fire management is an asset.
  • More than 8 years of professional experience working with relevant NGO’s, government, international organizations, private sector, academia is an asset.
  • Experience in preparation of Forest Fire Fighting Action Plans is an asset.

Notes:

. Internships (paid/unpaid) are not considered professional experience.

. Obligatory military service is not considered professional experience.

. Professional experience gained in an international setting is considered international experience.

4.Documents to be Included when Submitting the Proposals

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Financial Proposal (please see section 5, below and Annex II)

Personal updated CV and UN Personal History Form (P11 Form) including past experience in similar projects and at least 2 references

5.Financial Proposal

The interested individual consultants must submit their financial proposals by following the guidance and the standard template provided in Annex 2. Any deviation from the standard text may lead to disqualification.

6.Evaluation

The evaluation will be based on cumulative analysis (i.e. technical qualifications and price proposal). The weight of the technical criteria is 70%; the weight of the financial proposal is 30%. Candidates that obtain a minimum of 49 pts out of a maximum 70 pts in the technical evaluation will be considered for the financial evaluation. Candidates that do not meet the minimum requirements will be disqualified.
