| Overview : The purpose of MTR is to examine the performance of the project since the beginning of its implementation. The review will include both the review of the progress in project implementation, measured against planned outputs set forth in the Project Document in accordance with rational budget allocation and the assessment of features related to the process involved in achieving those outputs, as well as the initial and potential impacts of the project. The review will also identify underlying causes and issues contributing to targets not adequately achieved. This will greatly assist the project team and the implementing partners to take note and introduce changes that will contribute to the achievement of the of the targets. The MTR is intended to identify weaknesses and strengths of the project design and make recommendations for any changes in the overall design and orientation of the project by evaluating the adequacy, relevance, efficiency, and effectiveness, sustainability and ownership of its implementation, as well as assessing the project outputs and outcomes to date. Consequently, the review team is also expected to make detailed recommendations on the work plan for the remaining project period.
