Overview :

The Office of Human Resources (OHR), Bureau for Management Services, supports the United Nations Development Programme (UNDP) in the promotion of its sustainable human development agenda and its People for 2030 strategy.

Reporting to the Special Advisor for Contracts and the Head of Policy, an Individual Contractor is sought to review and streamline the current Service Contract Remuneration methodology with a view to simplifying it and making it more transparent. The Individual Contractor will also design and develop a remuneration and conditions of service package for a similar non-staff contractual modality for international deployment. This work will be undertaken in close coordination with other UNDP Bureaux and Country Offices to ensure that the non-staff contractual modalities offer value for money, flexibility and are adapted to UNDP’s current needs.

Objective:

The primary task of the consultant will be, within the context of the comprehensive review of non-staff contractual modalities in the context of the UNDP 2030 agenda and the OHR People for 2030 strategy, to review the current SC Remuneration Handbook and remuneration scale methodology with a view of developing a streamlined and cost effective methodology and guidelines for setting remuneration and conditions of service for non-staff personnel that are engaged locally and internationally.  

The work includes collecting information, performing analysis and formulating a revised Remuneration framework. The individual contractor shall also review the current conditions of service offered to SC holders, and advise on options for setting social security benefits based on local practice and universal standards taking into account value to Country Offices and risk.
