Overview :

The Procurement Services Unit (PSU) within the Bureau of Management Services (BMS) is responsible for managing the procurement function in UNDP. The PSU mandate, among others, includes the development and ownership of procurement policy, the provision of procurement advisory and operational support to country offices and the professionalization of the procurement function.

The Atlas eTendering module was introduced to UNDP Country Offices in Q4, 2012 as part of the Procurement Roadmap. Over 50 UNDP Country Offices have used the system, with over 4000 cases successfully managed.

The next eTendering phase includes a wider roll-out to all UNDP regions, including mandating the use of the system for certain type of procurements. In this context PSU is implementing a project that aims to rollout the use of the system to all UNDP regions and more offices, as well as making further enhancements to the system.

The Individual Contractor will support and directly implement several of the activities of this project, reporting directly to the eTendering Rollout Project Manager

  • Period of Consultancy - April 2019 to January 2021
  • Duration of Consultancy: 10 months (not exceeding 220 working days)

Submission of Proposals: 

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Attached) this includes the Financial Proposal. To be submitted in English
  • Letter of presentation highlighting main qualifications and experience relevant to this TOR
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Copy of education certificate

Financial Proposal Fee baseAll-inclusive daily fee

Financial proposal should include an all-inclusive daily rate and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. Professional fee, rent of dwelling, insurances, vaccination, visa costs and any other relevant expenses related to the performance of services...). All envisaged costs (except of the unforeseen travel costs for missions, if any) must be included in the financial proposal. Unforeseen travel costs for missions, if any, will be paid separately according to UNDP rules and regulations. All envisaged travel costs must be included in the financial proposal. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Payments The consultant will be paid an all inclusive daily fee based on the number of days worked and not exceeding 220 days

Payments will be based on Certificate of Payment / Time Sheet for the days worked during the respective calendar month and submitted at the beginning of the next calendar month along with a Certificate of payment approved by the Supervisor.

Final payment to be upon satisfactory performance evaluation from the direct supervisor


All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel after commencement of the contract, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

Security: Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under

Individual consultants will be evaluated based on the following methodologies:

 Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Proficiency in English


Skills, experience and qualifications relevant to this TOR, as demonstrated in the brief summary submitted by IC:

  • Past experience in working in similar projects;
  • Past experience in coaching, training or helpdesk support to system users;


Work experience: minimum 2 years


Experience with UN/UNDP


Knowledge of French or Spanish


Demonstrated experience in working with dashboard, PowerBI application, chatbot applications, etc.


Understanding of key public procurement principles
