Overview
As part of its 10-point Economic Agenda from 2016-2022, the new Duterte administration targets to spend 5-7% of GDP on infrastructure. In line with this, there are several nationwide infrastructure programmes that are currently being implemented to deliver basic services to local communities. These programmes include the Department of the Interior and Local Government’s (DILG's) Assistance to Municipalities (AM) programme that is constructing evacuation centers, water and sanitation facilities, and roads for local communities; the Conditional Matching Grant to Provinces (CMGP) that is repairing and rehabilitating roads in provinces; and the Department of Education's (DepEd) K to 12 computerization programme that is delivering IT equipment and solar panels to elementary schools. The Pipol Konek programme, led by the Department of Information and Communication Technology (DICT), is also providing free public Wi-Fi hotspots across the country
To ensure that corruption is mitigated in these initiatives, UNDP has launched the project entitled “Development LIVE: Developing Infrastructure through Local Integrity, Innovation & Citizen Empowerment." Development LIVE is essentially an online data capture and visualization platform that will allow citizens to upload their monitoring reports and live stream their monitoring activities online for public viewing and allow government personnel to respond to issues raised by the citizen reports to fast track project implementation. On the app itself will be a simple feedback survey for an everyday citizen to complete, as well as a technical feedback survey for qualified personnel (i.e. civil engineers) or trained CSOs to report on.
The development of the system has been ongoing since November 2017. There is now a need to enter phase 2.0 of the system to ensure the enhancement of features and customization for new projects. The current features of the mobile app are attached for reference.
Institutional Arrangements For the duration of the contract, the Consultant shall report to the UNDP Philippines Data Group through the Institutions and Partnerships (I&P) Outcome Team, and in close coordination with the respective project managers of UNDP-DILG and UNDP-DICT, in the delivery of the terms of reference. Reporting is output-based and all deliverables must be submitted to UNDP-I&P. Similarly, the final outputs should be formally accepted by the Outcome Lead of I&P, UNDP Philippines before any payment is made.
The contractor shall attend physical meetings twice a month, or as needed, in Metro Manila with UNDP and/or government partners, with travel costs built into the contract. The contractor shall coordinate with the Senior Software Developer for the Web Application to address issues and synchronize the development, pilot testing, and formulation of the software guides/user guides.
The contractor shall participate in at least four (4) training programmes in selected areas (Lanao del Sur, Palawan and Baguio) of three (3) days each, with travel costs (plane fare, meals, accommodation, and transportation) built into the contract.
Duration of Work, Duty Station, and Travel To undertake the tasks, procedures, and expected outputs, the Consultant shall be engaged for 200 man-days for 10 months. Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is March 02, 2020, and the expected completion date is December 01, 2020.
The position will be based in Manila to allow accessibility and availability for discussions and reporting on the progress of activities as may be required by the UNDP. Though the consultant will not be required to report regularly at the Country Office but shall agree with the UNDP I&P Team Leader on a regular schedule to report on the status and provide feedback on the outputs.
Scope of Price Proposal and Schedule of Payments The Consultant should send a financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall include all costs components required to deliver the goods and services identified above, including professional fees and any other applicable costs (i.e., transportation/travel to and from residence for meetings and activities in areas mentioned in the previous sections, supplies, and materials, communications, etc.) to be incurred by the Consultant in completing the assignment.
The contract price will be a fixed output-based price. Any deviations from the outputs and timelines will need to be agreed upon between the Consultant and UNDP. Travel shall be included in the financial proposal, consistent with the areas mentioned in the previous sections.
Payments will be done upon satisfactory completion of the deliverables by target due dates. Outputs will be reviewed and certified by the Outcome Lead, I&P Team, UNDP prior to the release of payments.

Applicants who will only receive 70 points from the assessment of the CV will be qualified for the assessment of the Financial Proposal.
