Since 2011, Jordan has been pursuing a series of important constitutional and legislative reforms that are in line with a policy vision to build effective and accountable democratic institutions, and to establish a more dynamic and inclusive participation by citizens. Through its Democratic Governance/ Inclusive Participation programme, UNDP provided technical support to these efforts, primarily through its Support to the Electoral Cycle in Jordan with the Independent Election Commission (IEC) and related projects, alongside engagement with Parliament, sub-national elected institutions and related areas.
The Team Leader/Governance Advisor should have a clear and comprehensive understanding and strategic vision of the governance challenges and opportunities in Jordan. Her/his vision of development should pragmatically integrate the fundamental orientation of UNDP in democratic governance and social development with other areas of focus such as poverty reduction and environmental and climate change governance.
The incumbent will, under the overall guidance of the Resident Representative and daily coordination with the DRR, function as the principal advisor on democratic governance to UNDP-Jordan and the national counterparts, assume leadership, provide overall direction, financial supervision, and ensure the management of the Inclusive Participation & Institutional Strengthening Pillar.
The Team Leader will serve as the focal point for partnership management and resource mobilization as well as development, implementation and management of the UNDP/Jordan programme in the practice area of governance and social cohesion. The practice area covers the following aspects: decentralization and local governance, public administration reform, aid-effectiveness, anti-corruption, service delivery, legislative and justice support, electoral system development, support to civil society focusing on youth and gender. Rule of law and community policing. He/She will be expected to further inform and develop social cohesion and crisis prevention programming, building on prior experience in the field.
