Overview :

The Association of Non-Governmental Organizations in the Gambia (TANGO), founded in 1983, is the umbrella organization for NGOs operating in The Gambia.  TANGO has a membership of over 80 national and International NGOs, working with communities across the country.   Whilst the TANGO membership continues to work towards improving the living standards of the poor and marginalized members of the Gambian society by supporting poverty reduction initiatives, its interventions are consistent with the priorities outlined in the national Policies and plans such as the National Development Plan. TANGO’s vision is to become a dynamic, pro-active, innovative and inclusive NGO consortium, playing a constructive role in building a strong and vibrant civil society in a democratic, peaceful and equitable Gambia.

Since its establishment, the TANGOs 1983 constitution has continued to regulate the operations of the organization even though Gambia is witnessing a transition from an authoritarian to a democratic state. As a result, its equally becoming imperative for the change in the constitution, rules and procedures that regulate TANGOs as the country is transitioning towards democratic consolidation. Therefore, the main objective of this consultancy is to review the constitution TANGO to accommodate its expanded membership and improve services to its members in a cost-effective and sustainable manner. In this regard, TANGO is aspiring to review and update it 1983 constitution with a view to map the long-term direction for the implementation of its mandate.

2. Objective

The overall objective of this consultancy is to review and update the TANGO’s constitution with a view to not only ensuring the fulfilment of its mandate, but to realign its strategic priorities to transitional context of the Gambia.

3. Scope of Work

The scope of work for the Consultant will include but not limited to:

  1. Review the vision, values and mission base on TANGO’s mandate.

  2. Undertake a situation analysis of TANGO operations to date

  3. Through a consultative process with TANGO board and members, and application of an appropriate tool of analysis, identify relevant areas and develop strategic objectives for governance and management.

  4. Review and update the organizational structure which consist of the Membership Body, the Board and the Secretariat, their roles & responsibilities, by-laws, related matters and make recommendations, if any.

  5. Convene a stakeholder meeting to validate the draft Constitution.

a) Academic Qualifications

At least a Master’s degree in a relevant field in the area of Law, planning, management, policy, development studies, and any related field

b) Experience

  1. At least five years professional experience in drafting Constitution and statutes

  2. Prior working experience on NGO and CSOs matters is an added advantage

  3. Demonstrated experience in working with NGOs, Civil society organizations, government, development partners and other stakeholders in public sector development programs especially in the area of social and development work
