Background:

Contamination by chemicals is a global issue. While toxic chemicals are found practically in all ecosystems on earth, thus affecting biodiversity, agricultural production or water resources, scientists estimate that everyone today carries within her or his body a large number of chemical contaminants, for which the health impact is not precisely known. At the end of their life, chemicals are recycled or disposed as part of waste. The inappropriate management of such waste (e.g. through open burning) poses negative impacts on human health and the environment.

 

With financial support from the Global Environment Facility (GEF), the Multi-lateral Fund (MLF), bi-lateral donors and other finance and development partners, UNDP helps countries meet the objectives of the Montreal Protocol on substances that Deplete the Ozone Layer, the Stockholm Convention on Persistent Organic Pollutants (POPs), the Minamata Convention on Mercury, the Strategic Approach to International Chemicals Management (SAICM) as well as other chemicals-related Multi-Lateral Environmental Agreement (MEAs), by supporting them in reducing/minimizing releases of hazardous, toxic and high-GWP chemicals to the environment, improving the management of chemicals and wastes and protecting human and environmental health.

 

The sound management of chemicals and wastes is an important component of UNDP’s efforts to support the achievement of sustainable, inclusive and resilient human development and the Sustainable Development Goals (SDGs). 

 

One of UNDP’s signature programme areas in reducing the release of harmful, hazardous or toxic chemicals covered under international MEAs, includes support to developing countries and CEITs in improving their waste management systems. 

 

Among other waste streams, UNDP has been supporting countries in the development, implementation and monitoring of waste related programmes focusing on:

Management of PCB and PCB containing wastes

Management of mercury and mercury-containing wastes

Management of ODS and ODS containing wastes

Municipal Solid Waste Management

E-Waste management

Agricultural Waste Management

Healthcare Waste Management

Plastics Waste management 

Ship Dismantling 

In order to support UNDP in developing, implementing and monitoring waste-related programmes, UNDP’s Montreal Protocol/Chemicals & Waste Unit is looking to engage a Senior Expert in Chemicals and Waste.

 

Description of Responsibilities :

The Expert will work with UNDP’s Montreal Protocol/Chemicals & Waste Unit to support the full project cycle of the GEF including the development of new PIFs / Programmatic approaches, providing technical assistance to projects under implementation, provide project monitoring, etc. The specific tasks will be further specified during the implementation of this Long Term Agreement, and includes all potential work in the context of the  MPU’s portfolio with focus in the Chemicals and Waste focal area under the GEF, including POPS and Mercury. Clear demonstrated experience with the GEF is a requirement. 

The International Expert will work with UNDP under the direct coordination of the Regional Technical Advisors, carrying out the following services: 

• Upon request, provide advisory services as well as technical and scientific input related to the development and implementation of the Montreal Protocol/Chemicals & Waste Unit’s related programmes and projects; 

• Provide technical assistance in the Projects that will form part of the new “Mercury and UPOPs from energy intensive manufacturing and energy production sectors” UNDP-GEF Program;

• Provide technical assistance in the development of Project Development Phases (PPG) and Initiation Plans; 

• Provide technical assistance on reduction of emissions of high GWP chemicals found within intensive industrial processes and also used for electrical insulation, such as SF6, PFCs and HFCs; 

• Participate in development of new C&W projects/initiatives with Private financing;

• Upon request, represent UNDP in technical meetings related to the Sound Management of Chemicals and Waste; 

• Provide Technical Assistance in existing MPU’s C&W portfolio. 

 

Duration

The contract will enter into effect upon signature by both parties and will be for an initial 2 (two) years, with possible extension for 1 (one) additional period of 1 (one) year with a maximum of 240 working days.

Duty Station 

Home based, with potential missions to LAC countries. Travel expenses inclusive of living allowances will be covered by UNDP based on established rates.

Payment

The consultant will receive payment based on satisfactory completion of tasks assigned. 

 

Fees

The candidate shall quote his/her services on a per diem amount basis or professional daily fees for services based on the deliverables identified below. 

A Best value for Money approach will be used in the evaluation of the applicants and will lead to a combined score for technical capabilities and the financial offer.  Qualified candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer

Technical

• Working experience in the design, preparation, and implementation of Chemicals and Waste Projects under the Global Environmental Facility,

• Working experience related to the Chemical industry in developing countries is an advantage. 

• Extensive knowledge of the Stockholm and Minamata Convention and other chemicals-related Multi-Lateral Environmental Agreement’s (MEAs) related issues towards environmental policy.

• Full knowledge of Funding Guidelines under the Global Environmental Facility

 

Qualifications :

Education:

• Bachelor degree or equivalent degree in Engineering, Chemistry, Mechanical, Electrical or related field is required. (10 pts)

• Masters or equivalent degree in related area is desirable (10 pts);

• Ph.D. or equivalent degree in related area is desirable ( 06 pts);

 

General Experience:

• Working experience of at least 5 years in coordination of GEF chemicals and wastes projects  is desirable (10 pts);

• Profound experience in the preparation of PIFs is desirable POPs proposals, Mercury, Other highly Hazardous chemicals (up t0 15pts);

• At least 10 years of experience in industrial and environmental-related projects in developing countries is required (5 + countries) (10 pts);

 

Communication Skills:

• Proficiency in English required (06 pts);

• Working knowledge of Spanish is desirable (03pts).
