| Overview : UNDP is looking for a national consultant (Team Leader) to support development of legal documents on biodiversity (Act 1.1.3. Support development of legal documents on biodiversity). Under the direct technical guidance of UNDP and PMU of ABS project, the consult will carry out the main tasks, but not limited to follows: - To carry out desk review to rationalise the proposed technical assignments including
- identification of loopholes identified during the implementation of the related laws and policies that require in-depth review and revisions.
- Analyses of the emerging technical and institutional issues which require revisions of laws and policies.
- To lead the technical designs of the proposed assignments and interventions, including suggestion of methodologies, implementation processes, outlined main activities and the requirements for consultation processes.
- To define and describe clear outputs of the proposed assignments and interventions, including interim outputs where required;
- Proposed technical assurance mechanisms of the identified outputs and milestones with clear indicators for quality assurance.
