NATIONAL CONSULTANT FOR THE DEVELOPMENT OF A LOGO AND TEMPLATES FOR THE NATIONAL HUMAN RIGHTS COMMISSION

BACKGROUND

In a ground-breaking development, Gambians elected on 2nd December 2016 a new government that ended 22 years of dictatorship characterized by massive human rights violations and abuses.  Upon coming into power in February 2017, the new coalition government emphasized the need to seek accountability and address past human rights violations.

Based on the request of the Government of The Gambia, and following consultations between officials of the United Nations and officials of Ministry of Justice, the project No 00105687 “Support the capacity of the Government and national stakeholders to establish credible transitional justice processes and mechanisms that promote reconciliation and sustainable peace in The Gambia” was executed in May 2017 and is currently being implemented with funding from the UN Peacebuilding Fund. The Project is being managed by the joint UNDP-OHCHR Transitional Justice and Human Rights Project Management Unit (TJHR PMU).

With the assistance of the UN and other partners, the Government has embarked upon a series of reform processes and initiatives including transitional justice processes in order to restore public confidence promote democratic governance, respect for the rule of law and human rights, socio-economic recovery, sustainable development and peace. Among others, three Acts were passed in December 2017: The Truth, Reconciliation and Reparations Act to establish the Truth Reconciliation and Reparations Commission, the National Human Rights Commission Act to establish the National Human Rights Commission (NHRC) and the Constitutional Review Commission Act to establish the Constitutional Review Commission (CRC).

The NHRC is a permanent, independent body whose functions include the promotion and protection of human rights, as well as, monitoring, receiving, investigating, and considering complaints of human rights violations in The Gambia. It is the first of its kind in The Gambia and it seeks to increase public awareness and education programs to promote a culture of human rights in The Gambia and assist the Government in the formulation of appropriate policies to guarantee human rights.

Following the swearing in of the NHRC Commissioners in February 2019, the Commission wishes to embark on a process of reviewing its interim logo with the intention of developing a new, official logo that particularly reflects the themes of human rights, independence, equality and diversity. Once designed the logo will be utilized on all promotional materials, official documentation, and publications of the NHRC and will be showcased during NHRC events. Similarly, the NHRC seeks to put in place standard templates for use by all NHRC staff and Commissioners for all internal and external presentations and reports.

Objective

The TJHR PMU solicits the services of a national consultancy firm, with expertise in logo and other graphic design, to support the NHRC in this process.
