Overview :

Context

The United Nations Development Programme (UNDP) Philippines Country Office (CO) has developed several tools and systems to support the CO’s oversight, results-based management (RBM), and quality assurance (QA) function at the portfolio level. The Project Center SharePoint Site is composed of a Project Document Center that lays out the taxonomy of documents to ensure that UNDP projects comply with the organization’s programme and operations policies and procedures, a Country Programme Portfolio Review Dashboard that facilitates the timely monitoring of financial delivery, programme quality, and the various dashboard and oversight tools employed by UNDP, and a sensemaking exercise where insights, claims, and actionable items are drawn from project reflections.

 

Scope of work

UNDP seeks to hire a qualified expert to develop a step-by-step manual that would document the different components of the UNDP Philippines Project Center SharePoint Site. The documentation should capture the back-end technical components and platforms used to implement the Project Document Center and Portfolio Review Dashboard and the front-end requirements to populate the SharePoint Site and its corresponding dashboards with documents, information, and data. The manual and presentation materials developed will be used to showcase this solution to other COs and to regional offices. The objective is to allow Country Offices to use the manual for replication and customization of the solution based on their respective requirements.

 

Objectives:

To create a step-by-step manual, with photos and infographics, as well as presentation materials that capture the back-end design and front-end implementation of the Project Center SharePoint Site.

 

Governance and Accountability

The consultant shall work closely with the UNDP Philippines Results and Quality Team and Digital Services Team under direct supervision of the RBM Analyst and DRR.

 

Expected duration of the contract/assignment

The services of the consultant are required for 6 weeks initially (14 July 2020 to 21 August 2020). Subject to renewal /extension upon the continuation of needs and satisfactory performance.

 

Duty Station

Home-based with few meetings in UNDP office with the UNDP Senior Management, Results and Quality Team and Digital Services Team.

 

Scope of Price Proposal and Schedule of Payments

Financial proposals must be expressed as a lump sum “all-inclusive per-hour rate" regardless of extension of the herein specified duration. The term “all-inclusive” implies all costs (professional fees, medical insurance, allowances, etc.). The price is fixed regardless of changes in the cost components.  Please follow the UNDP template with the breakdown of costs. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during the contract duration.

 

Payments shall be made upon submission and acceptance of outputs as specified under Deliverables and Schedules/Expected Outputs Table.

Duties and Responsibilities

Specific tasks:

  • Attend a briefing with the UNDP technical team on the step-by-step manual and presentation
  • Develop and share draft technical and creative concepts (infographics and presentations on MS PowerPoint) for the following:
    1. ICT requirements and components to implement the Project Center SharePoint Site
    2. The Project Document Center
    3. The Portfolio Review Dashboard
    4. The digitized internal protocol for Quarterly Performance Review and Sensemaking
  • Submit revisions to the documentation (manual and presentation) until final approval by UNDP
  • Finalize the manual and presentation as per revisions/suggestions
  • Submit the final versions of the materials as per the requested formats.

Offers will be evaluated based on the combined scoring method :

  • Technical qualifications = 70%
  • Financial Proposal =    30%

For the evaluation of the Technical Proposal, the selection of the successful consultant must be based on the following qualifications (with the appropriate obtainable points):

  • Degree in information technology, communication, film and audiovisual communications, fine arts, journalism, or related areas.

   Experience

  • At least five years’ experience working in Information and Communications Technology (ICT) and/or Communications.

                                 40 points

  • Experience in using Microsoft SharePoint and in developing Microsoft PowerBI Dashboards

                                  30 points

TOTAL

                                 100 points

Applicants who will only receive 70 points from the assessment of the CV will be qualified for the assessment of the Financial Proposal.
