Project Title: UBRAF-supported Joint UN Plans on AIDS

Project Description 

In June 2016, the United Nations Member States adopted the Political Declaration on Ending AIDS which established specific, time-bound targets and commitments that must be reached by 2020. The implementation of this important Declaration follows a Fastrack Approach that is within the framework of Sustainable Development Goals (SDGs) and embedded within the UNAIDS Strategy 2016-2021. In order to deliver the 2020 Political Declaration commitments and targets, the Innovation for Impact: Refining the operating model of the UNA/OS Joint Programme: Action Plan was developed and endorsed by the UNAIDS Programme Coordinating Board (PCB) at its 40th Meeting.  Following the decision points at the 40th Meeting of PCB and key recommendations from the Action Plan, an exercise to prepare (or update) UBRAF 2018-2019 Joint Plans was rolled with the intended results as follows: (1) each Joint UN Team on AIDS (Joint Team) will have a completed country capacity assessment and use its findings to generate informed options for the optimization and alignment of resources with prioritized country targets; (2) each Joint Team will have a 2018-2019 Joint Plan that is developed/updated through an inclusive process, aligned to prioritized country targets and the UBRAF and available online in a simple standardized format, accessible to all users; and (3) the use of country envelope resources informed by the country capacity assessment will constitute an integral part of 2018-2019 Joint Plan.[1]

The Philippines is at a critical stage in its response to HIV and AIDS. Over the past years, the country has been gravely challenged by a rapid and accelerated rate of new HIV infections. Data from the Philippines HIV and AIDS Registry of the Department of Health (DOH)[2] revealed that, for year 2018, there were 32 people newly diagnosed with HIV per day on average, which translates to an increase of almost 250% in a short span of five years (13 new cases per day in 2013). Key population targeted prevention interventions/service delivery continue to be mainly through the Global Fund grants, as it has been for the past decade, with no transition and sustainability plan in place.   To respond to these challenges and following the Action Plan recommendations, the Joint Team on AIDS (JTA) in the Philippines convened key stakeholders in October 2017 to discuss and agree on a country-level Joint Plan informed by the country capacity assessment and to be implemented from 2018 to 2019. 

To ensure effective implementation of these activities and given the remaining period for implementation, UNDP is seeking an individual contractor who will support the implementation of these activities and who will help in the conceptualization, management, coordination, and implementation of the activities under UBRAF Joint Plan on AIDS. The IC will also be tapped to support the management and coordination of the remaining activities of the Philippines under the Being LGBTI in Asia (BLIA) Programme for implementation in 2019.

Institutional Arrangement

  • The IC will be under the over-all management of the Human Rights and Gender Equality Consultant, HHD Team UNDP Bangkok Regional Hub, and Team Leader, Institutions and Partnership Unit, and direct supervision of the Programme Analyst, Institutions and Partnership Unit, UNDP Philippines.
  • The IC is expected to provide/present outputs/deliverables as per agreed timetable to the UNDP Philippines CO and HHD Team.
  • The engagement is output-based but the IC will be required to report to the UNDP Philippine CO.
  • The Team Leader, Institutions and Partnerships Unit, and Human Rights and Gender Equality Consultant, upon the recommendation of the Programme Analyst, will approve reports submitted by the IC.

 

Duration of the Work

The expected duration of engagement is 110 person-days spread over five (5) months. The IC will be requested to travel, as the need arises. The Team Leader, Institutions, and SDGs Partnerships, will approve the travel authorization.  Travel arrangements will be processed by Institutions and Partnerships and will be charged to UBRAF and approval in Atlas will be done by either HHD Team in BRH or the Headquarters.

 

Duty Station

This engagement is output-based but the IC is expected to report to the UNDP Philippines CO from time to time at a schedule mutually agreed by the IC and the Programme Analyst, especially during the preparatory period. In the event that the IC will not be able to report to work in the office, he/she should inform the Programme Analyst in advance and/or agree on a specific work arrangement. He/she shall be notified within a reasonable period of time of pertinent meetings where his/her presence is necessary.

 

Scope of Price Proposal 

  • Financial proposals must be expressed as a per person-day rate which is a lumpsum amount that includes professional fees, allowances, income tax, communications expenses, etc.
  • Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during the contract duration.
 

Duties and Responsibilities

The IC will work with the Programme Analyst (Institutions and SDGs Partnerships, UNDP Philippines) with guidance from the UNDP Bangkok Regional Hub HIV, Health and Development and provide technical and operational support in conceptualizing and implementing various project activities in the Philippines. The scope of work includes:

  • Lead in the conduct of research to support the implementation of activities; development and review of concept notes, activity design and TORs required in the activities;
  • Lead in the coordination and organization of workshops/meetings/events according to UNDP workflows;
  • Coordinates the implementation and completion of activities and reviews the outputs/deliverables per activity;
  • Participates in workshops/meetings organized under the project and prepares relevant minutes and documentation, when needed;
  • Performs other functions that may be assigned from time to time.

 

Expected Outputs and Deliverables

The IC is expected to submit a work plan, concept notes of the approved activities for 2020 under UBRAF, and documentation/accomplishment report on LGBTI-related activities to the Programme Analyst, Institutions and SDGs Partnerships for review and to the Outcome Lead, Institutions and SDGs Partnerships, and Human Rights and Gender Equality Consultant, HIV, Health and Development (HHD Team) UNDP Bangkok Regional Hub for final approval.

  • Minimum of 2 years of progressively responsible experience in technical and operational support functions in an organization, including volunteer work
  • At least 1-year experience in writing concept notes and organizing events including workshops/meetings
  • At least 3 years’ experience and knowledge on HIV and AIDS as well as LGBTI issues
  • At least 2 years’ experience in writing research and documentation on HIV and AIDS and LGBTI and track record in producing quality reports
