| Overview : The purpose of this procurement exercise is to contract a consultant to design and develop a project document for the new phase of UNDP Tax programme building on the Tax Inspectors Without Borders (TIWB) project following UNDP guidelines and template, that will include a detailed theory of change, result and logical framework, risk management, budget, resource mobilization strategy, etc. the consultant will work under the supervision of the TIWB Global Project Manager, UNDP HQ.
