II. Organisational Context 

As part of the COVID-19 response in Liberia, UNDP has been supporting the National Response, including through providing essential PPEs and conducting public awareness relating to the COVID-19 pandemic.

This campaign is for CSOs to disseminate information and raise awareness on the coronavirus and promote public health measures to support the prevention of COVID-19. The intervention which will mobilize local Community-based Organizations (CBOs) to intensify awareness and sensitization, will  focus on vulnerable and marginalized groups, including the elderly, people living in high-density population areas, women, people living with immune-deficiencies, and others.  . 

This intervention will also focus on identifying and isolating COVID-19 cases to reduce community transmission by linking them with the appropriate national/international institution available in said locale. The enhanced surveillance strategy will involve three (3) phases. Phase 1 is a period of community engagement, risk communication and awareness creation, followed by Phase 2 which entails five days of promoting voluntary sample collection for COVID-19 testing. Phase 3 involves sustaining community engagement to maintain prevention practices and compliance with COVID-19 isolation protocols by members of the community.

III. Scope of Work

UNDP is seeking proposals from qualified CSOs to provide support in implementation of County Health Team enhanced surveillance on public Awareness /sensitization on COVID-19 which will be implemented in Nimba, Lofa, Grand Cape Mount, Bong, Lofa, River Gee counties. In order to have a geographical representation for the implementation of this task, two CSOs will be selected from each county for this intervention that have offices in these counties.

Contract will be awarded to the most technically compliant and responsive CSOs based on demonstrated capacity and experience. Selected CSOs will be expected to work in close collaboration with the County Health Team, WHO and other key stakeholders, and the COVID-19 Project Team at UNDP.
