The EU4Molodva: Focal Regions Programme, funded by the European Unionr and implemented by the United Nations Development Programme (UNDP) and the United Nations International Children's Fund (UNICEF), is looking for for a Contractor to provide technical assistance and consultancy in setting up One Stop Shops for administrative services in Cahul and Ungheni municipalities so that the LPAs become more efficient, more dynamic and closer to the needs of citizens and businesses.

The Contractor will consider and revisit LPA specifics and peculiarities, changing them as appropriate, in particular the differences in organizational structure, internal workflows and procedures, business culture. Thus, when homogenized public Government to Citizens (G2C) and Government to Business (G2B) services with the same legal base to have a transformational impact of different workflows, followed by a digital transformation.

Please, be informed, that this is re-advertisement of the previously announced RfP20/2103. The ToR and its provisions, except implementation timeframe (incl. for deliverables), remained unchanged.

For a detailed information on the required services, as well as submission instructions, please, access the Request for Proposal document attached under the "Supporting Documents" section (below). Your offer, comprising of Technical and Financial Proposals, shall be submitted in accordance with "Section 3: Bid Data Sheet" of RfP document. Please, pay attention to the submission requirements, especialy to the fact that technical and financial proposals shall be submitted in separate files, while the financial proposal shall be password protected. The password shall not be disclosed unless required in written by UNDP. Please, ensure that no other documents are disclosing your financial proposal apart from Forms F and G which are password protected.
