Overview : The main purpose of the assignment is to review the Revised National Policy Rural Development (2002) with a view to define the focus of the envisaged new Policy for Rural Development in Botswana. The assignment will include an assessment of existing Rural Development Agenda against socio-economic and spatial developments that have taken place locally and globally since its inception in 2002 and recommend progressive and sustainable rural development policy areas. 3.0 THE SCOPE OF WORK The Consultants will undertake the following tasks; Undertake a desktop review of the RNPRD (2002) Review rural development strategies and programmes (e.g. LIMID, ISPAAD, RADP,YDF) Review the current national development planning frameworks; Vision 2036, NDP11, Transformation agenda, and determine the extent to which they encompass rural development Review global trends on rural development Based on the review above, Reframe and refocus the policy – recommend new policy focus areas that need to be pursued in order to realise progressive and sustainable rural development Determine strategies and interventions that need to be pursued in order to achieve the revised policy focus areas. Develop a clear implementation plan, which prioritizes and sequences specific priority actions The implementation plan should identify institutions responsible for specific actions and accountability mechanisms put in place to promote smooth implementation Develop an effective institutional structure for the implementation and coordination of rural development considering the revised focus areas Make cognisance of the use of the National draft Decentralisation Policy of Botswana to ensure alignment and effective planning, implementation, supervisory, coordination and evaluation of programmes and projects. Propose ways of involving the private sector, civil society, NGOs and other stakeholders in the planning and implementation of rural development programmes. |
