Overview : The Consultancy entails research, editing and writing, and a commitment to deadlines, as well as providing advice and other technical assistance to the TRRC. The expert firm shall propose a team of two or three consultants working on these terms of reference. The Lead Consultant shall familiarize him/herself with the TRRC Act, 2017, the Constitution (particularly Chapter V, Sections 17-38 on Human Rights), the Criminal Code and Code of Criminal Procedure of The Gambia, relevant international human rights law, relevant human rights special procedures including the Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence, as well as other documents required to inform the Consultant of the establishment, mandate and activities of the TRRC. Reporting directly to the Working Group on the Final Report, the Lead Consultant will perform the following tasks: Develop the structure and outline of the final report and a “working” editorial and production schedule, where flexibility is built in to accommodate lapses, yet deadlines are set and overall, ensure that the final report is completed within 60 working days. Review all presented portions of the TRRC final report, with a view of ensuring that findings and recommendations are succinctly and logically presented and are legally sound. Consistency in language and tone is maintained. proper and consistent referencing is maintained throughout the final report. the TRRC final report is of high grammatical, editorial, and stylistic standard.
