Overview : | The United Nations Development Programme (UNDP) Philippines Country Office (CO) has developed several tools and systems to support the CO’s oversight, results-based management (RBM), and quality assurance (QA) function at the portfolio level. The Project Center SharePoint Site is composed of a Project Document Center that lays out the taxonomy of documents to ensure that UNDP projects comply with the organization’s programme and operations policies and procedures, a Country Programme Portfolio Review Dashboard that facilitates the timely monitoring of financial delivery, programme quality, and the various dashboard and oversight tools employed by UNDP, and a sensemaking exercise where insights, claims, and actionable items are drawn from project reflections. The Project Center uses Microsoft Power Platforms (Power Apps, Power BI, SharePoint online), as part of UNDP’s digital transformation to improve the quality, relevance and impact of its work while also improving efficiency in its operational systems and internal processes. This is also consistent with UNDP’s Digital Lighthouse Initiatives (DLI), which aims to provide a common platform for solution development enabling a more collaborative approach between UNDP units and increase the speed and agility of UNDP ICT innovations. Governance and Accountability The consultant shall work closely with the UNDP Philippines Results and Quality Team and Digital Services Team under the direct supervision of the RBM Analyst and Digital Services Analyst. The Consultant is expected to work closely and collaborate with the focals from UNDP Programme, Operations, and Procurement Teams. Expected duration of the contract/assignment The services of the consultant are required for an estimated period of 20 person-days spread over 3 months. Duty Station Home-based with few online meetings in the UNDP office with the UNDP Senior Management, Results and Quality Team and Digital Services Team. No travel outside Manila required. Scope of Price Proposal and Schedule of Payments The contract price shall be an all-inclusive lump-sum amount regardless of the extension of the herein specified duration. Payments shall be made upon submission and acceptance of outputs as specified in Part E. | Duties and Responsibilities | Under the guidance and direct supervision of the Results Based Management Analyst (RBM) and Digital Services Analyst, the Power Platform and Database Consultant will be supporting the UNDP Philippines Project Center Project through the development of localized applications and enterprise-line of business apps. Objectives and specific tasks: - Provide technical expertise in the implementation of database management system that meets the data requirements of the UNDP Philippines SharePoint Site:
- Support in transitioning datasets of disparate systems to UNDP’s Corporate Azure Data Warehouse.
- Identify Dashboard bubble automation needs, and coordinate automatic data extraction with OIMT, BRH, thus ensuring optimal automation of the Dashbords of Dashboards.
- Define data elements and their relationship that meets the requirements of specified app and systems that will be developed
- Develop localized productivity applications using Power Platform and Azure Data Warehouse.
- Support in automating business processes by developing no-code / low-code applications using canvas and model-driven apps in PowerApps, including the digitization of project-level annual work plans and progress reports
- Conduct hands-on training sessions to the Results and Quality Team and the Digital Services team, as well as other app users to encourage developing capacity for citizens-developer in the office.
- Accomplish all tasks as assigned by the RBM Analyst and Digital Services Analyst in coordination with the different team’s focal in developing, improving, and refining the online platform to ensure an easy and user-friendly experience.
- Digitize the Visual Guide to UNDP Standard Development Projects using Microsoft Visio to allow for linking of the visual guide to relevant sections in the UNDP Programme and Operations Policies and Procedures.
