Background

Madagascar has committed to contribute to the global effort to limit global warming to less than 1.5 o by reducing its net GHG emissions by around 30 MteqCO2 and to implement measures to strong adaptations to strengthen the resilience of communities already severely affected by poverty and natural disasters. These ambitions are set out in the Madagascar Nationally Determined Contributions (NDCs) document adopted by the Government of Madagascar in the framework of the Paris Agreement. For climate change mitigation, these priorities include: developing renewable energy and improving energy efficiency in public buildings and households, including in the production and consumption of woodfuels; promotion of climate-smart agriculture and agroforestry; large scale reforestation and the development of sustainable charcoal value chains; waste management and promotion of the circular economy; strengthening of ecosystem climate change mitigation services. NDCs climate change ​​adaptation priorities include: the diffusion of climate-smart agriculture principles in the major agriculture zones, extensive farming areas, priority fishing areas, mangroves; strengthening natural protections and reducing the vulnerability of coastal and marine ecosystems and communities; improving and updating multi-risk early warning systems; enhancing the resilience of water resources; strengthening ecosystem services for adaptation.

The achievement of these ambitions remains conditioned on Madagascar's level of access to climate finance. In fact, the estimated costs of the measures adopted in Madagascar NDCs amount to more than 42 billion US dollars (USD). It is in this context that the Government of Madagascar aims at strengthening the country's access to climate finance. This includes taking advantage of the financial mechanisms of the United Nations Framework Convention on Climate Change - UNFCCC (GEF, GCF, Adaptation Fund) and other mechanisms of public climate finance, to leverage and catalyze private finance for climate change. Indeed it is obvious that national and international public resources will not be able to cover all needs, it is also, and above all, necessary to encourage the participation of the private sector in this effort.

UNDP has committed to support the government of Madagascar in its ambition of strengthening the participation of the private sector in the financing and the implementation of its CDNs.

In this framework, UNDP is looking for an international expert with strong experience in establishing climate investment fund to promote private sector access to funding for climate investments.

Duties and Responsibilities

Objective

The CIF development specialist will be responsible for  Specialist will be responsible for assisting the UNDP Madagascar Country Office and the project team in designing and developing a climate investment fund.

The international expert will work in an international team made up, in addition to himself, of an national expert in engagement and participation of the private sector in climate change, an International  in engagement and participation of the private sector in climate change and an international expert in climate finance. He

Scope of Work

The consultant will be responsible for the following activities:

  • Strategic advisory services, drawing on deep in-country expertise and knoweldge of Madagascar, in the following areas, as needed: investment, climate/SDG/sustainability-focused investment, government/ministerial engagement.
  • Application of expertise in investment fund structuring, investment realisation and management to the CIF design and establishment process.
  • Participation in workshops, forums and other stakeholder consultations/meetings, to advance the CIF initiative.
  • Provide technical Support to the team leader in co-ordinating validation workshops for the development of the CIF  and participation in the same (x2).
  • Provide technical Support to the team leader and participation in meetings (virtual or otherwise) with senior government officials and key actors in the financial sector to advance the Climate Investment Facility.

 

Expected Outputs and Deliverables

A report validated by the team leader describing the:

A pipeline of opportunities for the CIF to be included in the final concept paper for distribution to prospective investors. Output: 5-7 deal profiles.

Drafting of relevant sections of the final Concept Paper (transaction pipeline, deal structuring), with particular focus on blended finance and partial risk guarantees. Output: short write up of 5-7 pages.

Institutional Arrangement

The consultant will report to the Poverty and Environment Team leader. He/she will work under the supervision of a team made up of the Deputy Resident Representative, the Head of the Policy and Strategy Unit, and the team leader of P&E unit, the UNDP GEF regional technical advisers for Madagascar. He/she will work closely with other staff in the UNDP Madagascar Country Office and project/government counterparts as appropriate.

Duration of the Work: 20 days split between the Feb 2021 to May 2021

Duty Station: Antananarivo, Madagascar with possible travel.

Required Skills and Experience

Educational Qualifications

Advanced university degree (Master Degree or above) in social sciences, or other relevant disciplines, with proven track record in project design, business development and private sector engagement

Experience

  • At least 10 years of professional and practical experience in public / private sector collaboration and development, investment and business advisory 
  • A strong experience in working with private sector (small and medium enterprises), preferably in the environment conservation, climate change,
  • Experience in developing project documents, concept notes, writing reports, and periodic reporting;
  • Proven experience with international organizations. Experience with UNDP or UN agencies will be advantageous

Language requirements

French or English speaker and writer with strong working knowledge in the second language
