4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE OFFER

  1. Cover letter explaining why you are the most suitable candidate for the advertised position. Please paste the letter into the "Resume and Motivation" section of the electronic application
  2. Filled P11 form or CV including past experience in similar projects and contact details of referees 
  3. Sample report(s) and/ or links to online content authored/coauthored by the candidate that is relevant to this assignment (sample(s) can be submitted as .pdf together with other attachments
  4. Financial Proposal that indicates the all-inclusive fixed total contract price and all other travel related costs (such as flight ticket, per diem, etc.), supported by a breakdown of costs, as per template attached to the Letter of Confirmation of Interest template. If an applicant is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the applicant must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

5. FINANCIAL PROPOSAL

The financial proposal shall be submitted together with the compulsory documents, in the format provided in “Annex 2 Letter to UNDP Confirming Interest and Availability".

6. EVALUATION

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) Responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical criteria, (desk review) and financial criteria specific to the solicitation.

Only candidates who receive min 70% of points in desk review (Criteria A- C) will be considered for interview. Only candidates who receive min 70% of points in technical evaluation (Criteria A-E) will be considered for the financial evaluation.

7. ANNEXES

The following annexes are an integral part of this procurement notice. In case of any conflict between the provisions of Annex 3 and the procurement notice and/or Annex 1 and/or Annex 2, the provisions of Annex 3 are applicable.
