Overview :

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) conducts independent country programme evaluations (ICPEs) to capture and demonstrate evaluative evidence of UNDP's contributions to development results at the country level, as well as the effectiveness of UNDP's strategy in facilitating and leveraging national efforts for achieving development results. The purpose of an ICPE is to: a) Support the development of the next UNDP Country Programme Document; b) Strengthen accountability of UNDP to national stakeholders; and to the Executive Board.

From March through October 2021, IEO will conduct the ICPE of the UNDP Ecuador country programme (2019-2022), which is framed within the larger United Nations Development Assistance Framework 2019-2022 in Ecuador. In this regard, the IEO is seeking a think tank, academic institution or research institute, locally-based in Ecuador, to (a) support the evaluation of UNDP performance in the thematic areas of “Access to social services and protection” (Outcome 1) and “Institutional strengthening for public governance, citizen participation, and democratic society consolidation” (Outcome 4), and (b) provide a forward-looking analysis of UNDP’s positioning in the country and in the context of COVID-19, articulated around key recommendations for the selected thematic areas.
