General Background and Project Description
The UNDP Regional Bureau for Africa (RBA), through its Regional Service Centre for Africa (RSCA), has been implementing a number of projects in support of the AU.  The Regional Programme for Africa responds to challenges and opportunities facing the African Continent and to Africa's priorities and aspirations as articulated by the African Union and other regional organs. These are convergent with the vision, areas of work and guiding principles of the UNDP strategic plan. The programme builds on the successes and responds to the lessons from past cooperation, with special attention to programme focus and effective engagement with the African Union and the regional economic communities through the development of long-term strategic partnerships. 

Amongst the Regional Programme's core priorities is to support stabilisation efforts in the Lake Chad Basin. The crisis of Lake Chad, and the situation of the people who live around its shores, is of global concern. The four riparian countries around Lake Chad – Cameroon, Chad, Niger and Nigeria, are experiencing unprecedented crises exacerbated by repeated incidences of violence from extremist groups. These crises have deepened instability and slowed economic growth in a sub-region faced with environmental and developmental challenges before the Boko Haram terrorist and insurgent activities. It has also resulted in an unprecedentded humanitarian crisis. 
A Regional Stabilisation Facility (RSF) has been established in support of the Lake Chad Basin.  It is premised on the Regional Strategy for Stabilisation, Recovery and Resilience of the sub-region. The RSF supports UNDP's engagement in the eight affected territories, in the four affected countries and at the regional level. The Facility provides a new approach, calibrated to secure a step-change in the scale and nature of interventions, speed of response, increased territorial coverage, and improved regional cooperation. The Facility contributes to enhancing civil-military cooperation and implementing Joint Action Plans for the immediate Stabilisation of specific target areas to increase security, the rule of law and provide infrastructure, essential services, and livelihood opportunities as a rapid-response package. The RSF underwrites LCBC's implementation of the Regional Strategy for Stabilisation, Recovery and Resilience of the Boko-Haram-affected areas in the Lake Chad Basin. The RSF is implemented through key result areas:
Immediate Stabilisation of specific target.  This is linked with three outputs:

  • Improved security and the Rule of Law.
  • Functional infrastructure and basic services.
  • Availing livelihood opportunities for all households.

These immediate interventions are implemented directly in the four countries and eight affected territories – by UNDP Country Offices.
Extended Stabilisation  to enhance operational capacities  of the LCBC to:  

  • Implementation of the Regional Stabilisation Strategy.
  • Improved coordination and cooperation of the Regional Stabilisation Strategy.
  • Implementation of State/Region Territorial Action Plans.

The implementation of the RSF has recovered impact at both community and regional level, helping governments and affected local authorities to strengthen social contracts and re-establish trust. It has opened new channels for cross border trade construction of infrastructure such as cross - border roads. The RSF has improved community safety and re-established the rule of law, and improved access to justice for affected communities.  Through its livelihood activities, the RSF has created new market opportunities and enhanced access to livelihoods to benefit from cross border economic opportunities.

As a signature initiative, the Regional Programme is commissioning a quick data-driven analysis (visual and narrative) of UNDP investments' impact through the RSF on the affected communities. This analytical report aims to provide a data-driven analysis of the pattern of violence in the LCBC region. The report will have an explicit focus on the eight (8) target areas of interventions where the Regional Stabilisation Facility (RSF) is being implemented. The report should provide a timeline that demonstrates Boko Haram's evolution in the region and the correlation of violent trends from 2015 to June 2019. 

This dataset will be compared with the pattern of violence in the same target areas from June 2019 to date with the objective to conduct a then and now comparison of these peripheral sites where invemestment has been made through the RSF with a focus on infrastructure, active population and crisis rate and levels. The comparative analysis will help determine the correlation between the RSF and the RSF success factors such as security and safety, essential infrastructure, livelihood opportunities, the return of governance, the rule of law etc.. 

Scope of Work
UNDP seeks to recruit a consultant to develop a comprehensive analytical paper in support of UNDP Africa on-going work on stabilisation

 

EXPECTED OUTPUTS AND DELIVERABLES  

Over the course of the contract period, the contractor is expected to produce a document that contains;

  1. . A detailed methodology outlining scope of work, chronology/timelines, approach. This should include the data sources and references to be used including DSS subject to availability. 
  2. . A brief report which outlines the timeline correlation of violent trends in the region from 2009 to date. 
  3. An in-depth data driven and ontological analysis of the changes that may have occurred in the target areas of intervention across the LCBC region. Indicators like infrastructure, population movement, and level of violence should be included.

INSTITUTIONAL ARRANGEMENT / REPORTING RELATIONSHIPS  

The Consultant will be under the overall and direct supervision of the Regional Programme Coordinator but will work closely with the Capacity Building Advisor.

DURATION OF THE WORK   
The assignment will be for a maximum of 25 working days

QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR (IC) 

Education :

  •  A minimum 'Master's degree in law, political science, international relations or social science; 

. Experience:

  • Minimum 7 years' experience in law, political science, international relations, or a relevant social science. 
  •  Knowledge and/or experience of working with UNDP programmes;
  •  Experience working with data to analysis conflict, extremism, and instability. 
  • Experience working with AU / RECs would be desirable.

 Language:

  •  Excellent written and oral English communications skills.  
  • French communication skills also an additional advantage.

CRITERIA FOR SELECTING THE BEST OFFER 

Upon the advertisement of the Procurement Notice, qualified Individual Consultant is expected to submit both the Technical and Financial Proposals. Accordingly; Individual Consultants will be evaluated based on Cumulative Analysis as per the following scenario:

  •  Responsive/compliant/acceptable, and
  •  Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. In this regard, the respective weight of the proposals are:

Technical Criteria weight is 70%

 Financial Criteria weight is 30%
