Project Description

The Government of the Republic of the Philippines (GPH), through the Office of the Presidential Adviser on the Peace Process (OPAPP), partnered with the United Nations Development Programme (UNDP) to implement a project entitled "Support to Peacebuilding and Normalization" or Project SPAN. The Project aims to contribute towards sustaining the gains of the Government's peace process, and in ensuring peace and security in conflict-affected areas by (a) accelerating the implementation of the security and socio-economic aspects of the Normalization Annex of the Comprehensive Agreement on the Bangsamoro (CAB) that was agreed upon by the Government of the Philippines and the Moro Islamic Liberation Front (MILF); and (b) strengthening the enabling environment for peace, recovery and development.

The Project was supposed to be implemented over a period of one year but a change in OPAPP’s administration delayed the implementation of activities and the Project was extended. Subsequently, the Covid19 Pandemic caused further delay and the project implementation was further extended to 31 December 2021. It was agreed that while closure is in December 2021, the Project will still be allowed to complete the remaining deliverables and the closure activities such as Terminal Evaluation and Final Report writing including the Financial Report.

With the project coming to a close, the team will now require the services of a Final Report Writer - Editor to complete terminal report, particularly in highlighting the accomplishments of the project vis-à-vis the financial delivery.

 

Institutional Arrangement

The Individual Consultant (i.e. Final Report Writer – Editor) will work under the direct supervision of the SPAN Officer-in-Charge or OIC.

The SPAN OIC will monitor the Final Report Writer - Editor and track the performance and delivery of expected outputs in accordance with the indicated schedules.

Release of payments will only be triggered after issuance of certificates of acceptance for the outputs and deliverables of the Final Report Writer - Editor.

 

Duration of the Work

The Contractor will be contracted for 40 person-days spread over 2 months and expected to start the work from 7 May until 15 July 2021. Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted. A period of 7 working days will be the estimated time lead for UNDP to review outputs, give comments, certify approval/acceptance of outputs.

 

Duty Station

The duty station of the consultant is Manila, Philippines. However, as this is an output-based engagement, the IC will not be required to report for work daily.

Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work of the Consultant shall be done within the guidelines and protocols set by the local government. During the quarantine period, the Consultant shall NOT ENGAGE in any meetings or activities OUTSIDE THEIR HOMES. Coordination/meetings shall be done through phone or online communication until such time that the quarantine is lifted. This is STRICTLY an OUTPUT/ HOME-BASED assignment; NO TRAVEL IS REQUIRED for the 

Consultant to complete their abovementioned tasks. Related costs for the engagement shall be borne by the Consultant and should be included in the Consultant’s Offer Letter.

Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance, which should remain valid under the contract duration.

 

Scope and Price Proposal and Schedule Payments.

The Final Report Writer / Editor will receive a total amount in a lump sum amount commensurate to the scope of work. The amount indicated in the Offeror’s Letter will be released in tranches upon the satisfactory performance of agreed deliverables based on the schedule provided below:

Payment to the Consultant shall be fixed and output-based regardless of extension of the specific duration therein. The consultant will only be paid upon satisfactory acceptance of the following outputs OIC of Project SPAN.

Description of Responsibilities :

Scope of Work

Under the overall guidance of the Team Leader of the Peace Programme Team and under the direct supervision of the SPAN Project Manager, the Final Report Writer-Editor will undertake the following tasks:

  1. Aid in the conceptualization of theme and titles, writing, editing, and lay-outing of the final report given the project context, objectives, collected data, lessons learned and recommendations.
  2. Prepare an annotated outline of the final report
  3. Gather data from various sources including UNDP, project consultants, stakeholders, and partners.
  4. Submit first draft of the final report using UNDPs’ template / prescribed format for reports
  5. Submit edited and proofread copy of the final report

 

Expected Outputs and Deliverables

In addition to the functions mentioned above, the IC is expected to deliver the major outputs and specific deliverables on the target due dates indicated in the matrix below. The review and acceptance of these outputs shall be done by the indicated authorities.
