QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR The individual consultant will be evaluated based on the following methodology: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight: [70%] * Financial Criteria weight: [30%] Only candidates obtaining a minimum of 70 points would be considered for the Financial Evaluation Criteria | Weight (%) | Education - Master’s degree in politics, international relations, or
security studies.
A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. (28 points for bachelor’s degree; 34 points for Masters; 40 points for Doctoral) Experience - Minimum three years of experience at an advisory and/or technical role in security and counter terrorism with a specific focus on activities in the Sulu and Celebes Sea region.
(21 points for 3 years’ experience with Masters, or 5 years’ experience with Bachelors ; additional point for additional year) - Proven experience in researching security issues in the Southern Philippines region.
(7 points for 3 years; additional point per additional year up to a maximum of 10 points) - At least three years of proven experience in dealing with counterparts from various cultural backgrounds.

Note: If duty travels are expected/needed, UNODC will cover the cost of the airfare/accommodation. However, no DSA is to be provided. UNODC will make all the travel arrangements as necessary. - Personal CV or UNDP P-11 Form, indicating past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references; and
- Financial proposal that indicates the all-inclusive fixed total contract prices, supported by a breakdown of costs as per template provided and clearly stating payment percentage.
