Early Recovery Coordinator for Vamco
Project Title: Recovery and Resilience Philippines Project Initiation Plan
Overview Typhoon Vamco [local name Ulysses] made initial landfall at 10:30pm 11 November 2020, in Patnanungan, Quezon, with maximum sustained winds of 150 kph near the center and made 2 more landfalls before exiting the Philippine Area of Responsibility on 13 November 2020 at 10:00am.
According to the National Disaster Risk Reduction and Management Council figures as of initial figures as of 25 November 2020, a total of 1,001,364 families or 4,100,309 persons in 6,648 barangays in Regions I, II, III, CALABARZON, MIMAROPA, V, NCR, and CAR were affected. Of which, 33,924 families / 138,239 persons are being served inside 641 evacuation centers while 18,561 families / 80,787 persons are being served outside evacuation centers. A total of 73 were left dead, 82 injured and 19 missing. Massive flooding was experienced in NCR, particularly the Marikina and Pasig Municipalities, Rizal Province in Region IV-A and the Cagayan and Isabela Provinces in Region 2.
UNDP has deployed though the Climate Action team, staff to conduct and initial needs assessment in Cagayan. During this mission, it was emphasized that the support is time criticality for live-saving interventions/magnitude of population affected in Cagayan Province therefore, the impact is severe and local government requires immediate support.
Given the above, the UNDP will support the conduct of recovery planning activities that will pave the way for the formulation of long-term rehabilitation plan of government, and identify specific entry points for UNDP to support the livelihood and resource mobilization.
This forms part of the overall assistance that UNDP CO received from Crisis Bureau. It is envisioned that the Early Recovery Coordinator under the Climate Action Team will be engaged to facilitate the objectives of the project.

Objectives and Scope of Work
Based on the Letter of Agreement signed between UNDP and the Province of Cagayan, for activities around the area of recovery planning, the Early Recovery Coordinator shall provide technical assistance and oversee the capacity development services. The coordinator is expected to work with different government organizations, humanitarian groups, NGOs, donors, and the private sector to achieve objectives. Under the direct supervision of the Outcome Lead for Climate Action and the Programme Associate of the Climate Action Team, the Coordinator shall:
Outputs and Deliverables
Institutional Arrangement The Project Manager of the Recovery and Resilience Philippines’ Project Initiation Plan and the Climate Action Team Leader shall directly supervise the Early Recovery Coordinator for VAMCO.
Duration of Work To undertake the tasks and deliver the expected outputs, the consultant shall be engaged for a period of 70 working days spread over 4 months (July to October). Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is 1 July 2021, and the expected completion date is 30 October 2021. Upon submission of deliverables by the consultant, UNDP Climate Action Team shall have 5 working days to review and comment and proceed to accept and certify approval.
Duty Station The duty station is in Tuguegarao, Cagayan. The consultant will be required to do on-site activities and will be called to report to UNDP, whether physically or virtually for implementation updates.
In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government.
The Consultant will not be required to report to the office regularly but a status report on the outputs shall be expected from time to time.
The consultant is expected to travel to Tuao for the DevLIVE+ survey implementation and other areas in the Cagayan Province for monitoring of the other activities implemented by other Responsible Partners for this project.

The proposed contract price is based on a lump sum amount paid all-inclusive for the actual professional services (indicate daily fee X number of working days), communications, medical insurance, etc. Due to the expected number of monitoring visits and site visits, all travel expenses should be included in the financial proposal. Payment will be made in tranches based on UNDP’s acceptance of the following milestones/outputs.
Offerors are required to submit the following documents are part of their application:
Financial Proposal that indicates the all-inclusive fixed total contract price, including the cost for the Metro Manila travel, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during the contract duration.
Criteria for Selection of the Best Offer The Offers received will be evaluated using a combined scoring method - where the qualifications and sample work will be weighted 70% and combined with the price offer which will be weighted 30%. For the evaluation of the CV, the selection of the successful consultant will be based on the following qualifications (with the appropriate obtainable points). Only applications that will obtain a minimum of 49 out of 70 obtainable points will be qualified for the financial evaluation.
