Overview : UNDP Nigeria’s Knowledge Hub works to enhance the COs ability to make timely and evidence-based interventions, particularly in areas of conflict prevention and human security. A new type of ‘development intelligence gathering’, i.e. continuous monitoring and data collection, is crucial to inform UNDP’s work for early warning, adjust interventions to maximize preventive efforts and initiate new thematic approaches. Trend analyses and ad-hoc policy briefs will also inform interventions of UNDP’s development partners in this field. Through harnessing the potential offered by both old and new sources of data, it is UNDP’s hope that the accuracy and precision of its development responses are increased and a strong foundation for meaningful public policy making, efficient resource allocation and effective public service delivery is created. The ultimate objective of the Knowledge Hub is to harness data, including real time data, for development through providing evidence-based intelligence that can be translated to meaningful policies and planning for development impact. As per its mandate, the Unit has now produced various analytical products, both in static and interactive formats. Efforts to consolidate the collection, storage, dissemination of its analytical and knowledge products as well as continuous monitoring of key indicators through various dashboards are underway. The Unit is therefore working to develop a web platform whereby all knowledge products can be stored as well as merge the continuously updated key socioeconomic indicators within this platform. In addition to the front end, in the backend, the Unit needs a relational database to host various types of data that it collects and analyses on a continued basis. The objective of this platform is to have one place for data storage, processing, and visualization to ensure ability to deliver maximize reach of the knowledge products and analysis. B. Rationale UNDP is committed to support the people and the Government of Nigeria to coordinate partnerships, resources, and strategies towards a coherent and integrated development response. A key component of this response is to ensure that enhanced data analytics are a foundation upon which tailored and innovative preparedness, mitigation and early recovery responses are designed. A key foundation to avail this rapid intelligence gathering, is comprehensive assessment of strategic indicators, continued data collection and analysis as well as monitoring of trends across the country and across sectors which can provide an evidence base for policy actions for the immediate and long term. In this regard and as part of its support to the Government, UNDP Nigeria seeks the services of a specialized design and development company to support the design and full development of a web platform that hosts the Unit’s data driven knowledge products (including infographics, monitoring dashboards, reports, videos, etc.) and one that is connected to a database that hosts both primary and secondary data collected and collated by the Unit. While the web solution will provide a practical means of streamlining the dissemination of knowledge products produced and increase visibility of the team’s work, it will also play a vital role in strengthening the culture of evidence-based policy making in development interventions. The service provider will work closely with UNDP Knowledge Hub team throughout the design and development stages of the digital solution envisaged. C. Scope of Work UNDP seeks to engage the services of a specialized design and development company for a period of 6 months to support the design, development and rollout of a web platform and the database connected to it. The service provider will provide digital solutions for two connected products: Support the development of the front end of web platform that harmonizes and stores all data analytics and knowledge products produced by UNDP Nigeria’s Knowledge Hub. In this first stage, the team will work closely with the UNDP Nigeria Knowledge Hub Coordinator in putting together structure and design of the web platform. This will also include developing a harmonized and look of knowledge products that the Unit has already developed – mainly related to key socioeconomic indicators that the Unit monitors. The dashboard will have the ability to be updated with new data/visualization and host the Unit’s knowledge products. The team will also support the development of two templates which the Unit can use to report results of various analyses being undertaken so as to ensure cohesive design of the products. 25 Support the design and development of a relational database connected to the web platform upload new and varied datasets and interface for data exchange and exploration. The team will also work closely with the UNDP team to develop a cloud-based data storage solution for preprocessed data and automated data pipelines to ensure accuracy of the data. The database should allow for storage and updating of the various datasets collected and analyzed by the Unit. D. Expected Outcome/ Deliverables In the first stage, the team will develop a minimum viable product (MVP) of both the dashboard and the data storage. More specifically, the team deliver the following: A. 2 mood boards (look & feel proposition) B. Landing page for the reports (for now, without database connection) C. 2-3 selected reports adjusted to new design of the landing page. D. A cloud-based data storage solution for preprocessed data and with ability for automated data pipelines ensuring accuracy of data.
