| Overview : UNDP is looking for 01 Individual National Consultant on Monitoring and Evaluation of adaptation. The consultant will be supervised by the MPI’s Project Director and the UNDP Project Manager and is expected to work closely with MPI officials and other mobilised technical consultants. The consultant will more specifically be responsible to: 1. Update and enhance MPI’s internal database of climate change adaptation actions/projects/programs; 2. Review national and international best-practices of adaptation M&E frameworks and recommend a shortlist of climate adaptation indicators to systematically: (i) public investment projects including classification of climate expenditure and budget tagging ; and (ii) monitor the implementation progress of adaptation in close synergy with Viet Nam’s NAP M&E process. 3. Lead in specification and design of M&E climate adaptation tracking system for MPI to enforce regular data entries and updates of those indicators from provinces and stakeholders into the system (data sources, frequency if inputs, data analytics, reporting and synergies with other climate database available by MONRE as a minimum); and 4. Develop a mechanism to link MPI’s sectoral monitoring system with MONRE’s national NAP M&E system.
