Overview :

UNDP Vietnam is seeking for 01 International Consultant and 02 National Consultants to conduct a research on assessment of Viet Nam’s policies and legal framework on a state of emergency in epidemic situation and recommendations for better laws on state of emergency in response to COVID 19 pandemic (Ref: T210704)   

Objectives: 

  • To review and assess Viet Nam’s policies and legal framework on a state of emergency caused by an epidemic with reference to international standards in treaties/conventions and good practices from other countries regarding of human rights in the context of public health emergency.
  • To assess the legal implementation; identify difficulties, challenges arising from the law and its implementation; causes of those difficulties and challenges, especially in the context of response to COVID-19.
  • To propose recommendations for the improvement of laws on state of emergency in response to COVID 19 pandemic.
