Overview :

 The UN Common Country Analysis (CCA) is the UN system’s independent, impartial and collective assessment (i.e., a description of a country situation) and analysis (i.e., a description of causes and their implications) of a country’s situation for its internal use in developing the Cooperation Framework. It examines progress, gaps, opportunities and bottlenecks vis-à- vis a country’s commitment to achieving the 2030 Agenda, UN norms and standards and the principles of the UN Charter, as reflected in the Cooperation Framework Guiding Principles.

As the United Nations Development Assistance Framework (UNDAF) 2017-2022 signed between the Government of São Tomé and Príncipe and 10 UN Agencies comes to an end, the preparatory cycle for the novel United Nations Sustainable Development Cooperation Framework (UNSDCF) has kicked off, notably with the adoption of a roadmap which places the UN CCA for São Tomé and Príncipe, as well as the Socio Economic Response Plan to COVID-19 - SERP  and the Voluntary National Review - VNR , at the core of the strategic planning process . Because the UN CCA is a primordial preliminary phase of the UNSDCF, which itself is the basis upon which Country Program Documents (CPD) are designed, the active engagement of UN Agencies in the entire evaluation and planning phases for strategic engagement with the Government of São Tomé and Príncipe cannot be overemphasized.

In this sense, the United Nations Resident Coordinator Office (RCO) is seeking to recruit an International Consultant to support the United Nations Country Team (UNCT) to conduct research and prepare the analysis, including through national consultations, and in close interaction with the relevant public institutions

Proposals (Technical and Financial) should be submitted by email to bidsstp@undp.org  indicating the following reference “to produce a revised CCA which will be translated into a robust revised Cooperation Framework for the UN in São Tomé and Príncipe..” by 31/08/2021, 11: 59 pm São Tomé and Príncipe time. Kindly note that, the deadline was extended untill the end of August.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by the UNDP;

2. Personal CV duly signed and contact details (email and telephone number) of the candidate and at least three (3) professional references

3. Brief description explaining how the tenderer meets the required qualifications and experience;

4. Technical Proposal, proposing a methodology to carry out the assignment in accordance with this ToR;

5. The financial proposal must be submitted in USD, using the UNDP Financial Form and include all costs deemed necessary (communications, fees, daily cost aid, taxes, reproduction of documents, etc.). If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under the Reimbursable Loan Agreement (RLA), the Offeror must indicate such point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Incomplete applications will be excluded from further consideration.

Any request for clarification must be sent in writing, or by standard electronic communication to procurement.st@undp.org. A response in writing or by standard electronic mail will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants.
