RFPMUS2021-011 - Consultancy services for the Development and Maintenance of project website and Production of videos for the ‘Restoring Marine Ecosystem Services by Rehabilitating Coral Reefs to Meet a Changing Climate Future’ project.

Project Description

The ‘Restoring Marine Ecosystem Services by Rehabilitating Coral Reefs to Meet a Changing Climate Future’ project was approved by the Adaptation Fund in October 2018 following a regional call for proposals under the themes of Food Security and Disaster Risk Reduction. The project budget of USD 10 M will benefit Mauritius and Seychelles through coral restoration activities as well as capacity building programmes and knowledge exchange for the region. The project is implemented under the Direct Implementation Modality (DIM). Executing partners involved are the Mauritius Oceanography Institute (MOI) and the Albion Fisheries Research Centre (AFRC) under the aegis of the Ministry of Blue Economy, Marine Resources, Fisheries and Shipping in the Republic of Mauritius; the Marine Conservation Society (MCSS), Nature Seychelles, the Seychelles National Park Authority (SNPA) and the Ministry of Agriculture, Climate Change and Environment (MACCE) in the Republic of Seychelles. The project implementation started in 2020 and the duration is six years (72 months).


The overall objective of the project is to reduce the impact of climate change on local communities and coral reef-dependent economic sectors in the Republic of Mauritius and the Republic of Seychelles by implementing coral reef restoration with thermal tolerant corals as adaptation to climate change.


In line with the outcomes of the project, a project website should be developed to disseminate information and lessons learned under the project, and to cater for web-based applications such as receipt of complaints and feedback.


In this context, the services of a website development agency are being procured for the development, hosting and maintenance of a project website, including production of audio-visual content.

 

Scope of Work

The section below presents the scope of the project:


General
1. Objective
The main objective of the website is to present to the public in general information about the project “Restoring Marine Ecosystem Services by Rehabilitating Coral Reefs to Meet a Changing Climate Future”.
Additionally, the UNDP Project Management Team (PMT) will work with small coastal communities and local NGOs. Those will be presented as activity partners on the website and the latter should encourage website visitors to contact the relevant partners to provide help if they are interested.


2. Language
The project being a regional one with activities in Mauritius (including Rodrigues) and Seychelles, the website will be in English only.


3. Domain name
Regarding the domain name, it is expected that the bidder proposes some options.
An idea could be something like the example below:

https://coralrestoration.io/mauritius for activities related to Mauritius
https://coralrestoration.io/seychelles for activities related to Seychelles
Note: the domain name will be registered and owned by UNDP.

Duration of the work

The consultancy services for the development of a project website project shall be for 250 person-days over a period of 3 years. This is a lump sum-based contract, based on set deliverables.

 

Duty Station

The consultants shall be mainly home-based or from the location of the service provider’s office for the duration of the assignment. However, the consultants shall remain available and shall attend meetings as required at the Mauritius Oceanography Institute and local institutions, as well as at UNDP, for data gathering and any discussions required. Furthermore, the consultant shall liaise with Seychelles stakeholders to ensure that a consultative approach is adopted. The consultants should be reachable by phone/ email/ video conference throughout the entire contract duration.


In addition, the consultants are expected to do video shootings and photos around interventions sites under the project namely at the following locations:


(i) Around Blue Bay Marine Park in Mauritius
(ii) Around South-East Marine Park in Rodrigues
(iii) Around Mahe (Anse Forbans and Ste Annes) and Praslin (Cousin Island and Curieuse Island) in Seychelles.


Video shootings and photos would include underwater ocean nurseries sites and coral restoration sites.

 

Competencies and Qualifications

Important Note: The agency should propose a team of experts who must have the following competencies and qualifications.


Project Manager (Team Leader) who will be in charge of the whole the assignment and with whom the UNDP PMT will liaise with:
- Master’s Degree in Information System or Project Management or any closely related field
- Experience in the design, development, and implementation of web applications for at least 5 years.
- Minimum 5 years’ experience managing such projects
- Fluent in both written and spoken English


Support staffs
- Web developers
o Minimum Bachelor's degree in Web development or related field
o Minimum 2 years’ experience in web applications development.
- Photo/Video
o Minimum diploma in photography, video production or relevant field. A recognised diving certificate is mandatory.
o At least 3 years’ experience in the production of videos and photos


Additional requirements
- A list of similar projects/samples (minimum of 5) executed over the past five years by the firm and the proposed staffs, including description/scope, contract value, name of Client, Client testimonials/references, year started and completed
- Provide audited financial statements for the past three years for the firm.

 

Criteria for selection of best offer

The award of the contract should be made to the offeror which has been evaluated using the ‘Combined Scoring Method’ and determined as:


a) Responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specified below – (Technical Criteria with a weight of 0.7 and Financial Criteria of a weight of 0.3).


Only candidates scoring a minimum of 70% in the Technical Evaluation would be considered for the Financial Evaluation. The technical criteria are shown in Table 2 of the Terms of Reference.

Proposals may be submitted on or before 21 October 2021 (16 00 pm Mauritius time) via email to the Procurement Unit at procurement.mu@undp.org.

Please submit technical and financial proposals in two separate pdf documents.

The financial proposal should be marked “Financial Proposal_ RFPMUS2021-011”) and should be locked with a password that would be provided upon request.

The technical and financial proposals should be prepared as per Annex 2 of the RFP.
