UNDP Vietnam is seeking for 01 qualified Vietnamese firm/institute/organization for a Research on Human Trafficking in the Fishing Industry in Viet Nam.

The objectives of this assignment:

Trafficking in persons is a serious crime that threatens people’s lives and violates their human rights. Trafficking in persons and the broader context of labour exploitation in which it often occurs are particularly prevalent concerns in countries in the Asia Pacific, and specifically the Greater Mekong Subregion including Vietnam. Large movements of people seeking work in the cities and other countries – through both regular and irregular pathways – coupled with weak labour protections, provide a context in which the risks of exploitation and trafficking are high, especially amongst migrant populations. Migrants and low-paid workers are among the groups most vulnerable to becoming victims of human trafficking. According to the Global Report on Trafficking in Persons released by UNODC in 2020, trafficking for the purpose of forced labour accounts for about 38% of the total trafficking cases detected globally in 2018. Some regions of the world detect more cases of trafficking for forced labour than other types of trafficking. Globally, the majority of detected victims trafficked for forced labour are adult men, accounting for 38%. Meanwhile, adult women victims accounts for 26%, girl victims 15%, and boy victims 21%. However, these are the officially identified victims, and the number of unidentified victims (i.e. potential victims) in reality could be much higher because forced labour is less frequently detected and reported than trafficking for sexual exploitation. It was also reported by ILO, in research conducted in 2017, that 25 million people are currently victims of forced labour worldwide.

The purpose of this research is to analyze the issue of human trafficking in the fishing industry in at least 6 hotspot provinces in Vietnam (3 in the Central, and 3 in the South) for better understanding of the current situation and its root, immediate and indirect causes and impacts on local people who are living and working in the fishing sector along the coastal areas of Vietnam, thereby providing recommendations for policy improvement to ensure victims are supported and protected, and that human trafficking is eliminated in this industry.
