With financial support from the European Union, the United Nations Development Programme, under its Low–Value Grant mechanism, is pleased to relaunch its Call for Proposals and invites local organisation s operating in the Enga province, Papua New Guinea, to submit applications for Low-Value Grant Projects. This extended Call for Proposals is in continuation of the previous Call that matured in October. This Call for proposal will run for three months (1 November 2021 – 31 January 2022) to allow interested applicants sufficient time to submit their applications.

The extended Call for Proposals for Low-Value Grants Projects is a component of "Strengthening Integrated Sustainable Landscape Management in Enga Province Papua New Guinea – Enga SISLaM" (hereinafter referred as 'the Project'), funded entirely by the European Union.

The Project aims to strengthen the sustainable and inclusive economic development of the Enga Province of Papua New Guinea. The Project has three Strategic Objectives: i) improving climate change mitigation and adaptation; ii) strengthening food and nutrition efforts; and iii) improving biodiversity and land/forest conservation.

To contribute to achieving the objectives, the Project plans to establish a transparent low-value grants disbursement fund to support community-based projects. The objective of providing low-value grants is to provide seed funding and financing opportunities to local organisation s to improve and support climate-friendly livelihood opportunities.

Non-Government Organisation s (NGOs), Civil Society Organisation s, Community Based Organisation s (CBOs), Cooperative Societies and faith-based organisation s are encouraged to submit applications as long as they can demonstrate experience of implementing activities and the proposed projects contribute to the following areas:

• Environmental protection (forestry, biodiversity and wildlife management, combating land degradation, research).
• Development of community infrastructure (repair or restoration works at infrastructure or social facilities, for instance, buildings of schools, kindergartens, local hospitals, electricity lines, and drinking and irrigation water systems).
• Agriculture and economic development of the community (job creation, trade promotion).
• Climate-friendly livelihoods and job creation.

Grant amount: The granted amount will range from a minimum of PGK 45,000.00 (Forty-Five thousand Papua New Guinean Kina to a maximum of PGK 90,000.00 (Ninety thousand Papua New Guinean Kina) per proposal. Successful applicants will have to contribute a minimum of 20% of the total grant amount. This contribution of 20% can be expressed in cash at the disposal of recipients or as the in-kind contribution of applicants (for example, property, inventory necessary for implementing the low-value grant project, physical work to be done by the Applicant).

Duration: The implementation period is 18 months from the date of signature of the grant agreement by the Grantee.

Criteria: NGOs, CSOs, CBOs, Cooperative Societies and faith-based organisation s interested in applying for Low-Value Grant Projects should meet the following criteria:

• Proof of legal registration of the organisation with the Investment Promotion Authority of PNG.
• Organisation s and their branches working in the Enga province have an advantage.
• Work experience in the provision of support or in implementing relevant activities in the fields mentioned above. A minimum of 2 contracts implemented over the past four years (to be justified through the descriptions of the work performed, e.g., final implementation report and the contact details of the source of financing for the previous projects).
• An experienced team to implement the low-value grant projects (organisation al structure including title, function, and years of experience is required).

Note: Applications will be disqualified if the budget items are intended to be used for procurement of the works and services, using EU funded project funds:

• Payment of salaries, fee for consulting services of experts, employees of the local self-government bodies, and public servants.
• Miscellaneous administrative expenditures.
• Procurement of food.
• Procurement of office equipment.
• Activity which is contrary to the applicable legislation of PNG.

The following documents are required at the time of submission:

• Applicant Information for the low-value grant project
• Description of the action following the low-value grant project template in Appendix
• A copy of the Certificate of Registration of a Legal Entity in the Investment Promotion Authority of PNG.
• A copy of the Charter for legal entities.
• CVs of the Head of NGO or the Team Leader for the Project and other key experts.
• Endorsement letter from any of the following authorities confirming that proposed Project is part of the community or local development plans (refer to Appendix 4 for sample form):
  • Provincial government.
  • District government.
  • Local-level government.
  • Pastor; or
  • An established and well-recognized NGO.

Information/Training Sessions for Interested Applicants

In order to provide information and to respond to any questions from interested applicants, the project team will hold information/training sessions for interested applicants. The schedule of these sessions is provided in below table. The interested applicants need to register through filling the on (https://forms.gle/FWmq5iYthVWEC1tv8). Please note to submit the interest for attendance by the deadines mentioned in below table.

Effective close dates of applications: The Call for proposals will run for three months (1 November 2021 – 31 January 2022) with the following three round deadlines:

1. Round 2 Deadline: 30 November 2021
2. Round 3 Deadline: 31 December 2021
3. Round 4 Deadline: 31 January 2022

The applicants can select the round for which they want to apply.

Incomplete or late submissions will not be considered. The UNDP reserves the right to reject the application without any explanations.
