Overview :

The main purpose of the assignment is to develop the capacity of BNPC to enable them to develop and effectively roll out capacity development programmes aimed at improving the work ethic and positively impacting mindset change in Botswana.  The assignment is composed of three stages.

STAGE ONE

1.1. Undertake a review of the leadership, work ethics and work culture challenges in Botswana. The review should encompass a review of relevant national and international literature, as well as engagements with intended end-users/clients to better understand their context, challenges and aspirations. In undertaking the review, attention should be given to the 2018 report on Investigation on Work Ethic in Botswana and determine its adequacy or need to augment its findings

1.2. On the basis of the review, recommend capabilities and competencies to be developed through a new learning programme.

STAGE TWO

2.1. Iteratively design a learning programme that leverages a mixture of tools and approaches based on global best practices and innovations in the leadership and performance space.

2.2. Pilot the programme with the Ministry of Local Government and Rural Development as a way of also coaching BNPC staff as trainers (TOT).

STAGE THREE

3.1 Undertake a rapid review of the capacity of the BNPC and BNPC’s relevant staff and partners in areas of leadership, work ethic and mindset change. In particular, assess the capacity and capability to roll out a new programme.

3.2 Develop and deliver a capacity development programme for the relevant BNPC staff members to enable them to roll out capacity development among leadership at national, sectoral, organizational and community level.
