Overview
UNDP South Sudan’s Access to Justice, Security and Human Rights strengthening programme is committed to providing technical and capacity building to the justice institutions in accordance with Country Programme Document 2019-2021 on “Institutional capacities and customary mechanisms at all levels strengthened to monitor, promote and protect citizens rights and increase access to justice, especially for vulnerable groups and SGBV survivors “. To underpin the above, the Access to Justice, Security and Human Rights strengthening programme with funding from the United Nations Multi-Partner Trust Fund, aims to facilitate the stabilization in Jonglei State and Greater Pibor Administrative Area through restoration of state authority and reduce the persistent high levels of violence and its impact. The project “Community security for the most vulnerable groups in Jonglei State and Greater Pibor Administrative Area” being implemented in collaboration with UNMISS’ UNPOL seeks to close the gaps in the justice chain and expand the capacity of justice actors to deliver services to and for the vulnerable groups to access justice.
To achieve this, UNDP is seeking competent and reputable civil society organization(s), national non-governmental organization(s) or community-based organization(s) to establish Justice and Confidence Center (JCC) in Bor South County, and Twic East County Jonglei State, South Sudan to provide legal aid including legal representation, legal awareness, legal advice and psychosocial support to vulnerable groups i.e. women, girls, SGBV survivors, elderly and returnees for a duration of six-months.
The main objective of the grant is to identify two civil society organizations (CSO), national non-governmental organizations (NNGO) or community-based organizations (CBO) with operational presence and capacities in Bor South County and Twic East County Jonglei State to:
- Establish and operationalize a sustainable Justice and Confidence Centers in Bor South County and Twic East County and ensure that cases undertaken within the 6 months operational period are concluded or disposed of even after the expiry of the 6 months.
- Provide legal advice and representation in both civil and criminal cases or administrative matters for the most vulnerable group such as. women/girls, SGBV survivors, elderly and returnees.
- Provide legal awareness including on key justice problems and how to address them, human rights and the services provided by the JCC to the vulnerable groups i.e.
- Conduct regular visitation to the police and prison and detention centers to identify survivors of SGBV and other vulnerable groups to ensure early release on bail and bond, court representation, fair hearing etc.
