| Overview : The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to this Individual Consultant Procurement Notice (IC) for the above-referenced subject. RBLAC is seeking the services of a Coordinator of CEQ Data Center on Fiscal Redistribution Consultant to coordinate the CEQ Data Center on Fiscal Redistribution in order to access, process, and monitor data that allows detail information on : (i) the redistributive or poverty impacts of direct taxes, direct cash and near-cash transfers, indirect taxes, subsidies, and benefits from public spending on education, health, and housing; (ii) the effectiveness, per dollar spent, of different public programs at reducing poverty; (iii) who bears the burden of taxation and who benefits from government spending, as well as how these benefits are distributed across socioeconomic groups, genders, and geographic areas; (iv) the rates of coverage (how many of the poor receive benefits from an antipoverty program) and leakage (how much of the benefits of an antipoverty program go to the nonpoor); (v) whether and to what extent some poor pay more in taxes than they receive from the government in transfers and subsidies, etc. This IC includes the following documents: File 1: Invitation Document • Annex I: Terms of Reference • Annex II: Offeror´s Letter to UNDP Confirming Interest and Availability for the Individual Contractor (IC) Assignment • Annex III: Statement of Health Form • Annex IV: Designation of Beneficiary for IC Contract • Annex V: Model of Contract for the Services of an Individual Contractor and General Conditions of Contracts for the Services of Individual Contractors • Annex VI: Evaluation Matrix File 2: Application Form: Annex 2, Annex 3 and Annex 4.
