The Eastern Caribbean Development Partners Group (ECPDG) is a group of development partners, including bi-lateral and multi-lateral donors, regional development organisations and international financial institutions, in Barbados and the Eastern Caribbean, with the objective to strengthen development coordination and strategic cooperation in Barbados and the Eastern Caribbean countries. The ECDPG was established to provide a forum for information sharing among development partners, and to make strategic decisions regarding programme development and coordination. The ECDPG is chaired by the United Nations Resident Coordinator (UN RC). The United Nations Sub-Regional Team (UNST) for Barbados & the Eastern Caribbean will be guided in its work by the United Nations Multi-Country Sustainable Development Cooperation Framework (MSDCF) 2022-2026, including the four pillars: Economic Resilience and Shared Prosperity; Equality and Well-being; Resilience to Climate Change and Natural Resources Management; and Peace, Safety, Justice & Rule of Law. This is being established in agreement with the governments, people and development partners of Barbados and the Eastern Caribbean to operationalize strategic engagements and programme initiatives. Within the broader theory of change, the UN system at the regional, cross-country, and national levels is acknowledged as a: - Convenor of national and regional development stakeholders

In line with the above, the United Nations, together with its regional partners, has resolved to jointly focus its efforts in the next five years on eight outcomes, leveraging specific enablers: Innovation; Digital Transformation; Data and Information Systems; Advocacy for development financing; youth and civil society engagement; Regional Integration; Institutional Capacity Building; and Advocacy for people at risk of being left behind. Learning from the evaluation of the first MSDF, and as emphasized by the countries across the region, the UN will strive to ensure cross-country fertilization and exchange of experiences, without losing sight of countries’ peculiarities and specific needs. The broad scope of the defined outcomes, while speaking to the region’s main challenges, provide space for country-specific theories of change and related development contributions by the UN system. Within the context of ongoing UN Reform, one of the priorities of the UN Resident Coordinator’s Office in Barbados and the Eastern Caribbean is to deepen the strategic focus of the existing coordination mechanisms, strengthen strategic cooperation with the governments and development partners within the sub-region as well as to improve knowledge management and information sharing for guiding evidence-based discussions with the ECDPG. This approach will optimize the use of programming data as a critical resource to identify new and innovative opportunities to work more jointly and effectively. The ECDPG has agreed to formalize the assessment of the development cooperation landscape through the launch of an online programming survey designed to capture partners’ footprints and projects/ programmes. Customizable and user-friendly reports will be generated from the online survey and will add to the availability of high-quality strategic information for the ECDPG. The UNST will simultaneously roll out the UN Info 2.0 which will provide a summary of information on programmatic activities, financial data etc. on all UN activities across the MCO. In response to the establishment of these processes, the UN Resident Coordinator’s Office for Barbados and the Eastern Caribbean requires the services of a Specialist to provide technical support in designing a comprehensive online survey instrument, implementing the survey instrument and analysing the findings of the survey. The consultant will ensure that the data needs of development partners and UN agencies are adequately captured and are aligned with the new AID Management Information System (AIMS) which will be subsequently created. S/he will also work collaboratively with the RCO to ensure the survey is successfully launched and ensuring quality assurance of the information. S/he will collaborate with the RCO team in identifying key AID management effectiveness indicators and analytics for the summary dashboard. |
