For the Provision of Two Fabricated Containers for the Mozambique Navy Base, Pemba

1.Background/Objective

The UNODC Global Maritime Crime Programme (GMCP) continues to support the criminal justice systems of states in the Horn of Africa, Indian Ocean region and West Africa prosecuting suspected pirates arrested by their own law enforcement authorities or transferred from the authorities of other states.

UNODC supports maritime law enforcement authorities to ensure that they have the basic capability to patrol their territorial waters. Our intervention includes provision and of relevant specialized equipment for Law Enforcement Agencies in Mozambique.

UNODC ROEA is looking to procure two 20 FT units of fabricated container for storage and engineering workshop for the Mozambique Navy in Pemba.

2.Date & Place of Delivery

This is a one-off Purchase Order. The delivery of the Goods/Services must be initiated not be more than 30 Days following the date the Purchase Order is signed by both parties. Delivery Terms are DAP 2010, Pemba Navy base and Navy port, Pemba, Mozambique

3.Technical Requirements

The fabricated contained should be delivered readily installed and fixed with items indicated on the table below:

The container to be applied with primary coating and with a secondary coating of marine grade paint to avoid corrosion

2 sets of 2x 40-Watt, fluorescent lamps to be fitted to provide enough illumination inside the container

Two convenient power outlets of 13 Amp, 230Volts, squire pin to be fitted in the container

4

One metal door and four glass windows (0.75-meter square) to be fitted with proper locking facility

5

One split type air-conditioner to be fitted to provide sufficient cooling even during the high temperature days to protect the valuable spare parts. - Split System Air Conditioning unit 24000 BTU, 110 volts and paint the condenser and evaporator with glycol

6

High quality 25mm plywood to be use for the racks and to be apply with two coatings of gray color paint

An electrical distribution board to be fitted completed with, 20 Amp, 2 pole MCB as the main circuit breaker, 20 Amp, 2 pole RCCB to protect earth leaks and short circuits, 16 Amp 2 pole MCB for split air-condition unit and 2, 13 Amp single pole MCB for the convenient power outlets

Proper convenient access to be provided to connect the external power cable to the main circuit breaker

1.      Site Visit

There will be a Mandatory reconnaissance site visit at the Pemba Navy base and Pemba Port before quoting for the services, where the site and layout will be discussed with the Unit commander. Bidders will be instructed on the date and time.

2.      Additional Information

  1. All material to be used (plywood, iron sheet & bars and paint) must be Marine Grade
  2. A simple drawing showing how the final product will look like should be submitted with the quotation.
  3. UNODC will perform final inspection of the fabricated containers before delivery is accepted.

3.      Warranty and Maintenance

The vendor shall warrant the performance of the electrical equipment and installations for 1 year from the date of installation. Should the equipment fail or break down during the warranty period, the vendor shall repair the equipment at no charge and guarantee the workmanship and parts for a period of 1 year.

4.      Quality Standards and/or Experience level

The vendor must have at least 3 years of experience servicing clients for similar goods and services.

5.      Pricing

The contract price is based on the Lump Sum – please provide the pricing in Annex A – Financial Offer. Please note that prices cannot be changed once the quotation has been submitted. The price shall remain fix for the entire period of the Contract and shall include all costs, expenses, charges or fees that the Bidder may incur in connection with this requirement.

Please note that the UN is exempt from all direct tax. Hence, please do not include tax amount as part of your offer.

6.      Payment Terms

The standard UN terms of payment are net 30 calendar days following satisfactory delivery of goods, performance of services and submission of an invoice, whichever is later. Payment for any goods or services by the UN shall not be deemed an acceptance of the goods or services.

7.      Eligibility for Contract Award

Bidder is required to be registered at the appropriate level at https://www.ungm.org/ prior to contract award. Before submitting an offer, bidder shall ensure that they submit their application at appropriate level on UNGM Platform depending on their total offer price – see table below for appropriate Level depending on award amount:
