Overview :

The United Nations Development Programme entered into an agreement with the Public Service Commission, National School of Government and the National Planning Commission (NPC) on a joint programme to contribute towards governments efforts to build state capacity over the next five years. The project will focus on three key areas, firstly, enhanced professionalisation of the public service as envisioned in the NDP. Secondly, strengthen the capacity of the public service to use data and evidence in planning and programme implementation, and thirdly, building strong institutions through improved public administration processes. Pillar two of the programme, led by the National Planning Commission (NPC), is to “strengthen the capacity of the public service to use data and evidence in planning and programme implementation”.

The Department of Health (DoH) has been identified as one of the selected departments for this project to undertake an analytic assessment on its use of data and evidence in planning and programme implementation. It is hoped that the case study will be used to strengthen planning capability in other sectors.
