Dear Bidders, 

We kindly request you to submit your proposal to conduct a National Baseline Assessment (NBA) on Business and Human Rights. 

UNDP would like to engage an organization to develop the baseline assessment should be allocated to a body with relevant expertise and competence and which is viewed as independent from political affiliation or special interests. The primary objective of the National Baseline Assessment is to assess the current level of implementation of the UNGPs across Malaysia (Peninsular Malaysia and the Borneo States). It brings together an analysis of legal and policy gaps in UNGP implementation; documenting the adverse human rights impacts of business operations and identifying the most salient human rights issues in a given context. In this way, it serves to inform the formulation and prioritization of actions in the NAPBHR. 

Please be guided by the form attached hereto as Annex 2 & 3 in preparing your Proposal. 

Note: Financial Proposal is required to be separated from Technical and password protected.
