  1. Project Description

 

Consistent with its mandate to prioritize the acquisition, adoption, innovation, and application of science and technology for development and its pursuit of competence, excellence and service innovation as provided in both the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and the Revised Transition Plan 2019-2022 for the Bangsamoro Transition Authority, the Bangsamoro Government, through the Ministry of Interior and Local Government (MILG), forged a partnership with UNDP that seeks to apply, where possible, the strategic framework and principles of the UNDP-supported Access to Information (a2i) program to the specific social, cultural and economic contexts of BARMM.

 

The Localizing e-Governance for Accelerated Provision of Services (LeAPS) will build on the a2i experience towards the transformation in local governance in BARMM by significantly accelerating connectivity in communities and opening up governance by enabling citizens to capitalize on the benefits of connectivity, such as through improved access to services and information, community enterprise development, assisted rural e-commerce, and skills development. The LeAPS Project is a way to overcome the dependencies on archaic, paper-based and manual processes within and among the local government units (LGUs). This program will also maximize the use of MILG’s limited manpower and resources to deliver and monitor frontline services and paperless data collection effectively and efficiently.

 

The Development through Local Indicators and Vulnerability Exposure Database (DevLIVE+)[1] is a system and a tool that is used to collect, organize, visualize and manage baseline data and information on the household, building structures and production areas for monitoring access to and delivery of basic services, assessing vulnerabilities and exposures to hazards and risks, and creating development pathways toward sustainable and progressive communities.

 

The DevLIVE+ generates socio-demographic profiles, not only at the municipal or barangay level, but up to the household level. It also provides disaggregated data by sex, age, work, educational attainment, or spatial location through charts, lists or even map locations that would facilitate analysis in crafting the local land use and development plans. Considering that significant socio-economic indicators can be captured related to access to basic services among others, local decision makers have found the tool essential in resource allocation, prioritization of barangays and delivery of services, or justify their programs, projects and activities using the DevLIVE+ to improve the conditions of communities who are either most vulnerable, left behind, or lacking in access to government services.

 

Originally designed to assess risks and exposure of households to natural hazards, the DevLIVE+ was further enhanced and expanded to collect data on non-residential structures i.e. commercial, institutional and industrial, and agricultural production areas i.e. livestock, poultry and fishing which are significant information to the exposure database of an LGU. The DevLIVE+ is implemented for a detailed evaluation of potential risks in an automated manner, which would significantly enhance development of future local plans and programs.

 

Furthering its applications, localized Sustainable Development Goals (SDG) indicators i.e. poverty incidence, unemployment rate and presence of informal settlers among others could easily be monitored. Decision makers could now have a tangible data and statistics to further track and provide appropriate solutions to this SDG indicators. Because the system uses open-source software, and data visualization tools, it is flexible enough to accommodate the needs and priorities of the local government units (LGUs) and agencies, by simply making adjustments in the data gathering tool, and writing the analytics.

 

The DevLIVE+ data collection tool is built using Open Data Kit (ODK) Collect installed in an Android tablet. Information from the respondents is then recorded through the tool which can be used online and offline. The collected information is visualized, processed and analyzed through the DevLIVE+ dashboard using QlikSense application.

 

The series of training activities conducted for the implementation of the DevLIVE+ are: (1) community orientation, (2) data privacy impact assessment, (3) deployment planning, (4) geotagging using GPS devices, (5) survey enumeration using ODK Collect in an Android device, (6) data visualization and navigation, (7) data cleaning, (8) community validation, and (9) data use for planning and SDG monitoring.

 

Under the Ministry of the Interior and Local Government (MILG) and UNDP’s Localizing e-Governance for Accelerated Provision of Services (LeAPS) project, the DevLIVE+ is a vital component which will empower the LGUs in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) with up-to-date information for local planning, programming and SDG monitoring. UNDP will conduct an initiation training to MILG and key stakeholders to the different implementation processes and most specially on data navigation and processing.

 

UNDP will also provide technical assistance at key stages of the implementation from data collection, validation to management, through training, mentoring and coaching to the BARMM LGUs. This intensive training design is adopted to instill the processes within the LGUs for future updating of their data, to ensure sustainability of the system and to promote common data among departments.

 

With this innovation, UNDP Philippines is looking for expert/consultant in amending/upgrading the DevLIVE+ questionnaire, training designs and user manuals to support LeAPS program in upgrading the DevLIVE+ data collection tool using Open Data Kit (ODK) Collect and the data dashboard through QlikSense for its rollout in selected local government units in BARMM and nearby provinces.

 

[1] The DevLIVE+ was developed as an expansion of the Climate and Disaster Exposure Database (ClimEx.db) from the United Nations Development Programme, Australian Government, and Climate Change Commission’s Resilience and Preparedness toward Inclusive Development (RAPID) program which is focused as an exposure database.

Duties and Responsibilities

  1. Scope of Work

 

In general, under the overall supervision of the LeAPS Project Manager, the Consultant shall carry out the following tasks:

  1. Integration of DevLIVE+ tool and PSA’s CMBS into a single data gathering tool
    1. Conduct content review and identify the content requirements between the current DevLIVE+ and PSA’s Community Based Monitoring System (CBMS)
    2. Consult with MILG and BPDA the BARMM specific indicators that can be integrated
    3. Consult with in-house DevLIVE+ expert, MILG, PSA and key government and local partners thru the LeAPS team on the final content/indicators/questionnaires.
  2. Update the DevLIVE+ questionnaire and develop the excel map, XLSForms or at least the skip logic which is suitable for ODK Collect for the approved integrated CMBS and DevLIVE+ tools.
  3. Update the training design, powerpoint presentations, and users’ manual
    1. Update the training design and users’ manual on community orientation, data privacy impact assessment, deployment planning, survey enumeration using ODK Collect in an Android device, and data use for planning and SDG monitoring while ensuring that branding of the tools and training manuals follow UNDP branding policies and with excellent graphic design. In coordination with the System Developer, provide inputs to user’s manuals on geotagging using GPS devices, data visualization and navigation, and data cleaning.
    2. Enhance the training design and workbook for the community validation highlighting use of DevLIVE+ for local planning, disaster response and risk management, gender mainstreaming, and SDG monitoring.
  4. Develop guidance on how DevLIVE+ Dashboard can be improved for local development planning
    1. Provide inputs and guidance on how the DevLIVE+ dashboard will be improved for local planning, disaster response and risk management, gender mainstreaming, and SDG monitoring.
    2. Develop the data sharing protocols and agreement template for different users of the DevLIVE+.
  5. Prepare a final report consolidating the improvements that have been undertaken.
  6. Any other task related to the project mandate on DevLIVE+

  1. Governance and Accountability 

 

  1. Overall direction and guidance shall be provided by the UNDP Team Leader for Institutions and Partnerships while day-to-day supervision shall be performed by the UNDP LeAPS Project Manager with oversight from the Programme Analyst, with whom all outputs shall be submitted and through whom all communications shall be coursed or copied. 

 

  1. The Consultant is expected to provide his/her own laptop for the work requirement. S/he will be provided with desk space and access to office facilities and equipment. S/he will also be support by UNDP staff for administrative and logistic requirements, as necessary. 

 

  1. The Consultant shall consider at least 10 working days lead time for UNDP to review outputs, give comments, certify approval/acceptance of outputs, etc.   

 

  1. Expected Duration of the Contract 

 

The consultant will be hired for an estimated 75 person-days spread over 4 months, unless revised in a mutually agreed upon timetable between the Consultant and UNDP. 

 

 

  1. Duty Station 

 

The position will be home-based but with travels to Cotabato City and other parts of the BARMM to allow accessibility and availability for discussions and reporting on progress of activities as may be required. Though the consultant will not be required to report regularly at the UNDP Cotabato Office but shall agree with the LeAPS Project Manager on a regular schedule to report via virtual meetings on status and provide feedback on the outputs.   

 

In light of the COVID-19 pandemic, all work of the Consultant shall be done within the guidelines and protocols set by the national and local government.

 

  1. Scope of Price Proposal and Schedule of Payment 

 

  1. The Consultant should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional daily fees X number of days, communications) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine, will be arranged and paid for by UNDP and should not be included in the financial proposal. 

 

  1. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the contractor must be ready to submit proof of insurance valid during contract duration.

 

  1. The contract price will be fixed output-based price. Any deviations from the output and timelines will be agreed upon between the Contractor and UNDP. 

 

  1. Payments will be done upon satisfactory completion of the deliverables by target due dates. Outputs will be reviewed and certified by the LeAPS Project Manager and endorsed to I&P Team Lead, prior to release of payments as follows:

  1. Qualifications of Successful Consultant and Criteria for Selection of the Best Offer 

 

The Offers received will be evaluated using a combined scoring method - where technical proposal will be weighted 70 points and combined with the price offer which will be weighted 30 points.   

   

The CV will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be shortlisted and considered for evaluation of financial proposal.
