Overview :

Significant challenges are still faced by Pacific Islands Countries in achieving meaningful participatory democratic governance that is responsive to the needs of ordinary citizens, including the poor and marginalized, and that promotes sustainable development.  These challenges range from political instability, lack of financial and human resources capacity, including weak policy and regulatory frameworks. Participatory decision making is severely limited, with women and young people under-represented in formal political structures across the region. 

In recognition of the central importance of parliaments to good governance, inclusive development and public accountability, the UNDP Pacific Fiji Office has been working with pacific governments, judiciary, justice stakeholders, parliaments, other independent bodies responsible for transparency and oversight, including CSOs in key engagements areas such as: rule of law and access to justice, enhancing inclusive political processes and institutions, anticorruption to strengthening national integrity system, strengthening the center of government to have the capacity for effective coordination, structured decision making and has the capacity to communicate to the administration and its people.

Under the overall guidance of the Effective Governance Team Leader and direct supervision of Effective Governance Deputy Team Leader the consultant will work closely with the Governance projects (as listed above) to provide logistic and administrative support to ensure delivery of activities are carried out in a timely and professional manner.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications.

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment.
  • Financial proposal, as per template provided in Annex II. Note: National consultants must quote prices in Local currency (FJD)
  • Completed health statement form- mandatory for all ICs to submit the completed HS form with attached proof of the medical Insurance cover.

Note: Successful individual will be required to provide proof of medical insurance coverage before commencement of contract for the duration of the assignment.

Incomplete and joint proposals may not be considered. Consultants with whom there is further interest will be contacted. The successful consultant shall opt to sign an Individual Contract or a Reimbursable Loan Agreement (RLA) through its company/employer with UNDP.
