ITB Background

The Government of the Federated States of Micronesia (GoFSM) through the Division of Energy, Department of Resources and Development (DE/DRD) is the National Implementation Body for the UNDP-GEF funded Full Sized Project (FSP) Micronesia Public Sector Buildings Energy Efficiency (MPSBEE) Project. The project concept, including a project preparation grant (PPG), was approved by the GEF in August 2017, a logical framework analysis (LFA) workshop was conducted in December 2017, and, in February 2018 the PPG Team Leader - Project Development Specialist visited the Federated States of Micronesia for the first time. The project document was submitted for GEF approval in August 2018 and re-submitted in December 2018 post-GEF review. Eventually, the project document got signed between National Government of FSM and the UNDP in December 2020.

The objective of the planned project is the improved application of energy conserving and energy efficient techniques and practices in the design, retrofit, operation & maintenance of public sector buildings.

The project consists of four substantial components, namely: 1) Energy Conservation and Energy Efficiency Policies and Regulations Improvements in Public Sector Buildings; 2) Energy Performance Monitoring and Evaluation of Public Sector Buildings; 3) Energy Conservation and Energy Efficiency Improvements in Public Sector Buildings; and 4) Energy Conservation and Energy Efficiency Capacity Building in Public Sector Buildings.

Scope of ITB

  1. Supply of Split type inverter Air Conditioners as per the given product specification.
  2. The supplier has to provide Energy Efficient reputable brand
  3. Installation of Air Conditioners at the demonstration sites indicated.
  4. The work shall include supply of all the auxiliary items related with installation such as stand, copper pipe, wire and other fitting materials but will not be restricted to the same and may include any additional items that are necessary for such installations.
  5. The work shall include carriage, loading, unloading, transportation, all labor works related with supply/purchase and installation of the air conditioners.
  6. Delivery of Air conditioner units 90 days after award.

Product specifications:

  1. Air Conditioner, which is offered by the tenderer, shall be of inverter and hybrid type and only of a reputed Brand.
  2. The capacity of the air conditioners shall be as indicated in product table and SEER rating of minimum 18 or more.
  3. The compressor of the air conditioners should carry a minimum warranty period of three years.
  4. Product on offer shall carry a free replacement guarantee period of a minimum of 21 days in case the supplied product is found to be carrying a manufacturing defect or is a malfunctioning unit.
