UN Women’s Governance and Participation in Public Life pillar aims to contribute to the overarching goal: ‘Women fully and equally participate in leadership and decision-making and women and girls benefit from gender-responsive governance’ by addressing multifaceted barriers that hinder women from equally and effectively participate in public and political life as leaders and decision makers. It also aims to contribute towards gender responsiveness of key democratic and governance institutions including legislators, local governments, political parties, and electoral management bodies in Liberia. The Programme contributes to UN Women Strategic Note (2020 -2024) and United Nations Sustainable Development Cooperation Framework (UNSDCF) (2020-2025) Outcome 4: By 2024, people in Liberia especially the vulnerable and disadvantaged, benefit from strengthened institutions that are more effective, accountable, transparent, inclusive and gender responsive in the delivery of essential services at the national and sub-national levels, and Output 4, “More women of all ages fully participate, lead, and engage in political institutions and processes”.

Under this call, UN Women is planning to support women political aspirants at local level including young and marginalised women throughout the electoral cycle. In the view of the presidential and legislative election to take place in October 2023, a training programme to advance women’s political leadership and skills will be developed and delivered to increase the very low level of participation of women in elected positions. The expected tasks of the partner agreement are as follows 

- Develop and deliver candidate training programme (based on UN women’s Political Leadership and Candidates Training Manual and workbook) to a minimum of 150 aspiring women to become involved in politics and run for election in 2023 from the 15 counties. Administer pre and post training tests and report the results in line with the manual. 

- Provide and facilitate networking and peer to peer learning opportunities for women in politics and women aspirants 

- Organise debates among political parties on gender equality and women empowerment issues 

UN Women plans to engage a Responsible Party as defined in accordance with these documents. UN Women now invites sealed proposals from qualified proponents to provide the requirements as defined in the UN Women Terms of Reference. 

Proposals must be received by UN Women at liberia.procurement@unwomen.org not later than 23 March 2023.
