| Overview : In April 2005 the United Nations Development Group (UNDG) formally released a harmonized Framework for Cash Transfers to Implementing Partners (hereinafter called as “the Framework”) which is attached as Annex 2 for easy reference. This framework requires that United Nations Agencies understand the financial environment under which they operate before they can issue out Cash Assistance to Implementing Partners (IPs). In order to ensure adequate awareness of the environment within which United Nations Agencies will provide cash transfers to Implementing Partners, a review of existing assessments of the Public Financial Management (PFM) system is required. These macro assessment findings provide information on the national context.
